OVERHEAD ELECTRIC TRAVELING CRANE FOR NORFOLK NAVAL SHIPYARD,

Officer 610-595-0505. The Government intends to issue a competitive
Request For Proposal (RFP) for the procurement of one 100/50-Ton
Overhead Electric Traveling Crane for use in Building 171 at the
Norfolk Naval Shipyard. The crane will be used in a machine shop. The
crane shall be CMAA #70 Class D, run on 250 VDC, operate on rail
spacing of 75 feet, 4 inches, be equipped with an auxiliary hoist with
a capacity of 50 tons and be cab operated. The RFP will also include
an option for a new 50-Ton Overhead Electric Traveling Crane for use in
Building 369 at the Norfolk Naval Shipyard. This crane shall be used
for boat repair. It shall be CMAA #70 Class D, run on 440 VAC, operate
on rail spacing of 94 feet, 11inches, be equipped with an auxiliary
hoist with a capacity of 10 tons and be cab operated. The cranes shall
be designed, manufactured, shop-assembled, delivered, installed and
tested by the contractor in accordance with the specification
requirements. A pre-proposal conference will be held at Norfolk Naval
Shipyard, Portsmouth, VA, which will include a site visit. This
solicitation will be distributed on 3.5 inch disks with Microsoft Word
for Windows and Microsoft Excel. This solicitation is Set-Aside for
Small Business. All firms responding will be required to print and
return Section K and various attachments (EXCEL), along with their
proposals. The basis for any award resulting from the Request For
Proposals shall be based on the best value to the Government; price,
technical and other factors considered, which will be evaluated on an
equal basis. The Technical and Other Factors to be evaluated consist
of: 1) Technical Approach, 2) Management Plan and 3) Corporate
Experience. All applicable Buy American and Trade Agreement Act Clauses
in FAR and DFAR will be utilized for this procurement and shall have a
direct effect on the evaluation outcome of all offers received.
