General Organization for Greater Cairo Water Supply (GOGCWS), in the
Arab Republic of Egypt, requests bids from U.S. firms for a Customer
Information and Billing System consisting of three (3) discrete
client/server local area networks, each supporting customer information
and billing functions at a single customer service center. All three
service centers are within the confines of Greater Cairo. Each system
includes, a network server, a database server, nineteen (19)
workstations, printers, modems, uninterruptible power supplies and
miscellaneous network hardware. Network and desktop operating systems,
relational database management, the customer information and billing
application, and off-the-shelf desktop applications are included. All
hardware and software is to be configured, installed and tested on
site. Training is included for three levels of system users: manager,
administrator, and end user. Implementation services include hardware
installation, set up of all required validation tables and conversion
of data from the existing RDB database. A Maintenance and service
contract is required through December 1999. Bidder must have
representation for complete installation, and supply of spare parts and
service in the Arab Republic of Egypt, and must include the provision
of local technical support and emergency service from the date of
installation acceptance until 31 December 1999. The bidder must bid on
all of the items specified and a single award will result. A Fixed
Price Host Country Contract with GOGCWS is anticipated. Payment will be
made in U.S. Dollars by USAID/Cairo through a direct Letter of
Commitment under USAID Grant No. 263-0193. Additionally, there is a two
year service and maintenance contract to be paid in Egyptian Pounds
(LE) by the GOGCWS. Interested firms may obtain copies of the

publication of this notice. Bidders will be given 45 days from the date
of issuance of the IFB to prepare and submit their bids. A public bid
opening will be held at the time, date and address specified in the
IFB. Late submission of bids will not be considered. Bids must remain
valid and open for acceptance for a minimum of 90 days from the date
set for bid opening. The Government of the Arab Republic of Egypt and
the Agency for International Development encourage and welcome in this
activity the participation, to the fullest extent possible, of
minorities and women both as individuals and as members of contracting
or sub- contracting firms. In this respect, it is anticipated that the
prime contractor will make every practicable use of such personnel and
