River, MD requires an Optical Light reflection Microscope. NOTICE: At

to you. THIS SOLICITATION IS A 100% SMALL BUSINESS SET ASIDE. . The
applicable Standard Industrial Classification code is 3827 (Optical
Instruments). REQUIREMENTS: 1. The Corrosion Analysis System shall
consist of a main component and a secondary component. (This synopsis
covers the main instrument only) The main component shall consist of an
Optical Light Reflection Microscope controlled by an appropriate,
state-of-the-art computer. The microscope shall be used to analyze the
effect and extent of corrosion and electrochemical degradation
encountered in the research and development of advanced metallic and
polymeric composite materials. 2. The microscope shall have the
following capabilities/equipment: (a) Variable 20X to 600X zoom
magnification, (b) 1000X and 2000X fixed magnification, (c) Rotating
(360 degree) magnification head with a 45 degree viewing angle, (d)
Variable illumination angle, (e) Internal halogen light source (f)
Hand-held and stationary table top usage, (g) Full color video image
capture/viewing/manipulation/analysis/reproduction hardware and/or
software and (g) 3-D (length, width, depth) measurement analysis
hardware and/or software 3. The image analysis hardware/software shall
be capable of categorizing/analyzing distinct objects by number, area,
size and/or shape and be capable of enhancing color and contrast by
using filters or other state-or-the-art techniques. Efficient
management of numerous files (up to 30MB in size) shall be provided for
via hardware and/or software. 4. The 3-D (length, width, depth)
measurement analysis equipment shall have a measurement precision of
+/- 3 microns (or better). 5. The computer, which shall be appropriate
for efficient use of the microscope/image hardware and software, shall
have the following minimum requirements: (a) 200 Mhz Pentium
microprocessor, (b) 64 MB RAM, (c) 3.1 GB HD, (d) 120 MB floppy drive
(e) 1.44MB floppy drive (f) 12X CD-ROM (g) 17 inch high resolution (.26
DP) color monitor. The operating system shall be Microsoft Windows 95
TM. 6. The printer shall be a high resolution (picture-quality) color
printer with the following minimum requirements (a) a 33 MHz R3081 MIPS
RISC processor, (b)48 MB RAM, (c) 300 pixel per inch continuous tome
print resolution, (d) page size CYMK position proofs (e) 70 second per
color page print rate. Accessories, such as printer paper and
transparencies (8.5" x 11x) and color ink cartridges/ribbons, shall
also be provided. 7. On site installation and training for all hardware
and software shall be provided within 45 days of contract award or as
agreed upon by the Navy if greater than 45 days. The main component
shall be fully operational upon installation and training. These
requirements are preliminary only and are subject to change in the
solicitation. The proposed solicitation is a being issued on an
unrestricted basis. The Standard Industrial Classification (SIC) Code
for this effort is 3827 which has a size standard of 500 employees.
