Department intends to award a sole source contract to the Center for
Real Estate and Urban Policy, New York University School of Law, New
York, New York for a period of performance of eighteen (18) months to
evaluate the Fair Housing Act Election Process Project. The New York
University is the uniquely qualified source because they have access to
confidential law enforcement files which are central to the
administration and analytic purposes of this evaluation. There are
three major requirements: (1) to gather data concerning the patterns
and reasons for use of administrative and judicial enforcement of the
Fair Housing Act, (2) to provide an assessment of policy options for
developing a more balanced use of available enforcement resources; and
(3) to obtain a substantial matching contribution. This contract
action is for services in which the Government intends to negotiate
with only one source under the authority of FAR 6.302. In the event
that you possess the necessary experience, interested persons may
identify their capability to respond to the requirement. This synopsis
is a Notice of Intent and should not be considered a Request For
Proposal (RFP). This notice may represent the only official notice of
such requirement. However, all responses received within forty-five
(45) days after date of publication of this synopsis will be considered
by the Government. Responses received as a result of this Notice of
Intent will normally be considered solely for the purpose of
determining whether to conduct a competitive procurement. Responses
