RESTORATION SERVICES NATIONWIDE POC Point of Contact -- Contact Pat,
303/275-2349 CONTRACT INFORMATION: The contractor shall perform total
environmental restoration work at Department of Interior facilities, as
specified by the U.S. Fish and Wildlife Service. More than one contract
may be awarded and the work shall include, but is not limited to;
engineering, biological, chemical, physical, field, laboratory
analysis, design, removal and remediation activities. Work will be
initiated by issuance of task orders against the contract. An order for
a single item will not exceed $1,000,000; an order for a combination of
items will not exceed $1,000,000; and the Government will not place
orders for less than $1,000. The successful firm(s) is guaranteed a
minimum of $75,000 in the basic year, and if the option years are
exercised, the firm(s) is guaranteed a minimum of $75,000 per option
year. This contract will be procured in accordance with PL 92-582
(Brooks A/E Act) and FAR Part 36. PROJECT INFORMATION: The key elements
of this project may include; evaluating the lateral and vertical extend
of contamination in air, soil, sediment, surface water, ground water,
and biota; evaluating existing and potential contaminant pathways;
evaluating existing and potential threats to human health and safety
and to the environment, identifying and evaluating appropriate remedial
actions; designing appropriate remedial actions; implementing
appropriate remedial actions; performing construction oversite and
management; designing and implementing site monitoring programs; and,
restoring sites a locations nationwide. Accomplishing these elements
may encompass any or all aspects of the Comprehensive Environmental
Response Compensation and Liability Act (CERCLA), as amended by the
Superfund Amendments and Reauthorization Act (SARA), the Resource
Conservation and Recovery Act (RCRA), as amended by the Hazardous and
Solid Waste Amendments of 1984, the Toxic Substances Control Act
(TSCA), the Occupational Safety and Health Act (OSHA), and all other
applicable Federal, State and local laws and regulations for hazardous
waste cleanup and management, including those governing management of
fish and wildlife and the facilities of the Fish and Wildlife Service,
such as the Migratory Bird Treaty Act, the Endangered Species Act, the
Refuge Administration Act, adn Anadromous Fish Conservation Act, the
Marine Mammal Act, and related laws and their implementing regulations.
SELECTION CRITERIA: See Note 24 for the general selection process. The
selection criteria are listed below in descending order of importance
(first by major criterion and then by each sub-criterion). Criteria
(f) and (g) are secondary. (a) Specialized Experience and Technical
Competence: The work may include and the firms must demonstrate
technical capabilities through past performance on satisfactorily
completed projects including, but not limited to: i: Perform
preliminary assessments and site investigations, remedial
investigations, feasibility studies, remedial designs, removals,
emergency removals, remedial actions (including the use of innovative
technologies), construction management and oversite, expert testimony,
natural resource damage assessments and restorations, and all
supporting technical services such as geophysics, surveying, drilling,
sampling, and laboratory analysis, ii. Preparing project
documentation, including, but not limited to: technical work plans
(including sampling plans, health and safety plans, quality assurance
plans, public relations plans); cost estimates and cost tracking
information; technical reports (including site investigation reports,
human and ecological risk assessment reports, remedial
investigation/feasibility study reports, and record of decision
reports); iii. Providing transportation, storage, treatment, and/or
disposal of hazardous and solid wastes; and iv. Completing all final
site restoration work including road and rail removal, grading,
seeding, sodding, and tree and shrub planting. (b) Professional
Qualifications: Firms must be able to provide organizational charges as
well as partnering and mentoring information. In-house capabilities
will be weighted heavier than subcontracted work in the evaluation
process. Firms must be able to provide registered professional
personnel for the following: project management; environmental, civil,
geo technical, hydraulic, and mechanical engineering; and geology.
Firms must also be able to provide hydrogeologist(s), chemist(s),
biologist(s), industrial hygienist(s), construction manager(s) and
inspector(s), technical writer(s), and technician(s). The project
managers must have experience managing hazardous waste project for the
Federal Government. Firms must have in place standard operating
procedures such as a safety and health program, quality control/quality
assurance program, chemical quality control program, an auditing
program for laboratories and for treatment, storage, and disposal
facilities, (c) Past Performance: Firms will be evaluated on past
performance on contracts with Governmental agencies and private
industry, in terms of cost control, quality of work, regulatory
knowledge, permitting experience, and ability to meet schedules and
deadlines. References and/or recommendation from a maximum of three
other clients will be evaluated. (d) Capacity to Accomplish the Work in
the required time: Firms will be evaluated on their ability to mobilize
and respond to multiple assignments at various locations
simultaneously, (e) Geographic Location: Firms will be evaluated on
their experience working at sites located throughout the 48 continguous
United States, Alaska, Hawaii, and insular possessions and territories,
(f) Training: Firms will be evaluated with regard to their experience
and ability to provide relevant environmental training for Department
of Interior personnel. (g) Recovered Materials -- Waste Reduction --
Energy Efficiency: Firms will be evaluated on their demonstrated
success in prescribing the use of recovered/recycled materials and
achieving pollution prevention/waste reduction and energy efficiently
in investigation. design and remediation. SUBMISSION REQUIREMENTS: See
Note 24 for general submission requirements. Interested firms having
the capabilities to perform this work must submit one copy of SF-255
(11/92 edition) and one copy of SF-254 (11/92 edition) for the prime
firm and all consultants to the above address not later than the close
of business on the 30th day after the date of this announcement. If
the 30th day is Saturday, Sunday of Federal Holiday, the deadline is
the close of business the next business day. Solicitation packages are
not provided. Only data furnished by the responding firm on the SF-254
and SF-255 will be considered in the selection process. Personnel
qualifications of all key subcontractors are to be included in block 7
of the SF-255. Responding firms are requested to clearly identify
those tasks to be performed in-house and at what office and those tasks
to be subcontracted and at what office. The SF-255 should specifically
address the requirements of this announcement. Responding firms are
requested to summarize their Quality management Plan and identify all
relevant computer capabilities in block 10 of the SF-355. Firms
responding as Joint Ventures must state the intent in block 5 of the
SF-255. FIRMS SHALL PROVIDE REFERENCES TO INCLUDE TELEPHONE NUMBER FOR
PROJECTS LISTED IN BLOCK 8 OF THE SF-255. FIRMS SHALL LIMIT BLOCK 10
OF THE SF-255 TO NO MORE THAN 15 PAGES. No other general notifications
will be made and no further actions will be required from firms under
