Officer, (671)366-2354 Architect -- Engineering (A&E) Services are
required for design of miscellaeous operations, maintenance projects
and suporting services at Andersen AFB, Guam. A negotiated firm
fixed-price contract will be awarded. Multiple contracts may be
awarded. An open -end contract will be issued for a period of one year
with an additional two option year periods which may be exercised by
the Government. Individual delivery order fees issued under this
contract will not exceed $450,000. The cumulative amount of fees will
not exceed $750,000 per basic and option years. Delivery orders will be
issued as need arises during renovation and maintenance/repair type of
projects. it i our intention to award two multi-discipline contracts,
one mechanical/electrical contract and one civil/structural contract.
Principle work will be preparation of drawings and specifications.
Various types of inspections, studies, reports, design analyses,
surveys and cost estimates may also be assinged. Projects under
multi-discipline contract will include various combinations of civil,
structural, electrical, mechanical, fire protection, and environmental
disciplines as the primary project disciplines with lesser
requirements for other architect-engineering disciplines. Projects
awarded under civil/structural contract will include various
combinations of civil and structural disciplines with lesser
requirements for other architect-engineer disciplines. Projects awarded
under mechanical/electrical contract will include varous combinations
of mechanical and electrical with lesser requirements for other
architect-engineering disciplines. All construction drawings nust be
stamped by a professionally licensed engineer (as applicable) from the
state where the contract documents are made. A minmum of $5,000 in fee
work will be issued under the contract. Evaluation Criteria: Selection
of firms to provide the required services will be nased upon the
firm's qualifications in accordance with the following criteria in
order of relative importance: (1) Professional qualifications necessary
for satisfactory performance of required services. (2) Specialized
experience and technical competance in the areas of building
renovationsand repairs. Contractor must demonstrate a capability of
performingengineering designs for the local environment. (3) Capacity
to accomplish work in the required time. A prompt response to requested
services is required. (4) Geographical location. Contractor must
demonstrate the ability to be responsive to installation requirements
after award. Contract recipients will be encouraged to establish an
office here in Guam. (5) Past performance on contracts for DOD in terms
of quality of work and compliance with performance schedules. (6)
Qualifications and experience subcontractors. In order to be evaluated,
firms must submit a list of total dollars awarded to the A-E by the DOD
during the past year. A-E firms which meet the requirements described
in this announcement are invited to submit a completedStandard Form 254
and Standard Form 255, U.S. Government Architect-Engineer
Qualifications, and appropriate data as describe in Note 24 contained
herein to: SrA William J. Kendall, 36 Contracting Squadron, 36

for each consultant listed. No other general notification to firms
under consideration will be made and no further action is required.
