Contracting officer: Ms. Gail West 1. CONTRACT INFORMATION: This
announcement is open to all busines= ses regardless of size. If a large
business is selected for this contract, i= t must comply with FAR
52.219-9 regarding the requirement for a subcontract= ing plan for that
part of the work it intends to subcontract. A minimum of 5= 5% of the
total planned subcontracting dollars shall be placed with small
business concerns. At least 8.5% of total planned subcontracting
dollars shall be placed with small disadvantaged businesses, including
historical= ly black colleges and universities or minority
institutions and 3% with women-owned small business. The subcontracting
plan is not required with this submittal. All responders are advised
that this project may be canc= eled or revised at any time during the
solicitation, selection, evaluation, negotiation and final award.
Contract award is anticipated for Sep 97.2. PROJECT INFORMATION: This
contract will be for the design of alteration renovation and
revitalization of the existing central heat and power plan= t serving
Fort Wainwright, Alaska. Design services include site-related project
design and planning, shop drawing review, construction phase serv= ices
to include but not limited to support of district construction quality
assurance program and preparation of O&M manuals. The AE may be
requeste= d to participate in design charrettes. The estimates for
these projects shall= be prepared using the latest version of MCACES
Gold software. The software = and user=92s manual will be provided by
the Alaska District free of charge to= the successful AE. The estimated
construction cost is between $10 and $25 million -- LOCATION: Fort
Wainwright, Alaska. 3. SELECTION CRITERIA: descending order of
importance: (A) specialized experience and technica= l competence in at
least 3 design projects during the past 5 years that include: (1)
design of alteration, renovation or revitalization of coal-fired
central heat and power plants to include boilers and all associated
equipment, piping controls, etc., including steam, condensate,= and
boiler water treatment systems preferable for the U.S. military; (2)
preparation of Life Cycle Cost Analysis (LCCA) comparing various
central power heating generating equipment and hot water heating
distribution systems, which result in the lowest operation and
maintenance, (3) comput= er aided design and drafting, including
translation between dwg and dsgn fil= es; and (4) automated
construction cost estimating, TRACES (Tri-Service Autom= ated Cost
Engineering System); (B) capacity to provide staff in the following
disciplines: mechanical and electrical must in-house; structural,
civil, architectural, industrial hygienists, registered fire protection
engineer=, and topographical surveyors may be subcontracted. These
disciplines MUST= be show in bloc 4 of the SF255. Please disregard the
=93to be utilized=94 s= tatement in block 4 of the SF255 and show the
TOTAL strength of each discipline. Block 7 MUST provide professional
qualification of key management and professional staff members for
disciplines shown in (B) above. Respondin= g firms MUST address each
discipline, clearly indicate which shall be subcontracted, and provide
a separate SF254 and SF255 for the prime and e= ach subcontractor
necessary. The contractor shall employ, for the purpose of performing
that portion of the contract work in the State of Alaska, individuals
who are residents of the State, and who, in the case of any c= raft or
trade, possess or would be able to acquire promptly the necessary
skil= ls to perform the contract, (C) past performance on DoD and other
contracts = with respect to cost control, quality of work, and
compliance with schedules: = (D) capacity to maintain schedules; (E)
location of the firm in general geographical area of the projects and
knowledge of locality; (F) demonstr= ated success in prescribing the
use of recovered materials and achieving waste= and energy efficiency
in facility design; (G) volume of DoD contract awards i= n the last 12
months; and (H) extend of participationof SB, SDB, historica= lly
black colleges and universities, and minority institutions in the
propose= d contract team, measured as a percentage of the estimated
effort. 4. SUBMISSION REQUIREMENTS: Firms must submit an SF 254 and SF
255 (1 copy only) and should include: (1) organization of proposed
project team, (2) responsibilities and authority of key project
personnel, (3) relationship= of project team to overall organization of
the firm, (4) a quality control p= lan, and (5) in block 8c of the SF
255 include a POC and phone number. The 11= /92 edition of the forms
MUST be used and may be obtained from the Government Printing Office,
by calling the administrative contact named above, or fr= om commercial
software suppliers for sue with personal computers and laser printers.
Submittals must be received at the address indicated above not later
than COB (4:00 pm Alaska time) on May 10, 1997. Any submittals received
after t his date cannot be considered. No additional informatio= n
shall be provided, and no faxed submittals shall be accepted.
