Contracting Officer, 301/713-0839 The National Oceanic and Atmospheric
Administration intends to issue a RFP for a follow-on contract for the
transfer of TIROS-N defined point-to-point communications services
using a turn-key service transferring data among domestic and foreign
sites at data rates up to 3.2256 Mbps. This contract will be to (1)
provide a communications system for transfer of TIROS-N wideband data
from NESDIS Command and Data Acquisition Stations (CDAS) located at
Fairbanks, AK and Wallops, VA to data processing facilities at
Suitland, MD, Offutt AFB, NE and Stennis Space Center, Bay St. Louis,
MS; (2) provide two-way narrowband communications services for the
operation and control of the TIROS-N and GOES satellites; (3) provide
half-duplex wideband transmission/reception of data between Suitland,
MD; Offutt AFB, NE; Fleet Numerical Meteorology and Oceanography
Center, Monterey, CA; and Stennis Space Center, Bay St. Louis, MS; (4)
relay of Meteosat data from Wallops Station (CDAS), VA to Suitland, MD
and Offutt AFB, NE; (5) relay of GMS data from NOAA HIPS station in
Honolulu, HI to Offutt AFB, NE; (6) relay of DMSP data from Thule,
Greenland and New Boston, NH to National Ice Center (NIC), Suitland,
MD. All sites to be served are located on Government property and are
NOAA or Department of Defense locations. Communications service shall
be on a 24-hour per day continual basis. The base period of award will
be for one year (anticipated start date of February 1, 1998) with
seven (7) one-year option periods. A fixed price contract is
anticipated. All requests for this solicitation must be in writing
