BCH-CODE REGULATION REGARDING ADDITIONAL STANDARDS FOR FIRST-AID
EQUIPMENT ON BOARD TANKERS SHIPPING The following notification is being
circulated in accordance with Article 10.6. G/TBT/Notif.97.77 dated
March 1997. 1. Member to Agreement notifying: NETHERLANDS. If
applicable, name of local government involved (Articles 3.2 and 7.2).
2. Agency responsible: Ministry of Transport, Public Works and Water
Management -- Directorate-General of Shipping and Maritime Affairs
(DGSM). Agency or authority designated to handle comments regarding the
notification can be indicated if different from above. 3. Notified
under Article 2.9.2. 4. Products covered (HS or CCCN where applicable,
otherwise national tariff heading. ICS numbers may be provided in
addition, where applicable): Chemical tankers which fall under the
scope of the order preventing pollution by harmful liquids shipped in
bulk. 5. Title, number of pages and language(s) of the notified
document: Regulation amending the IBC-Code regulation and the BCH-Code
regulation regarding additional standards for first-aid equipment on
board tankers shipping chemicals (hereinafter referred to as chemical
tankers) (6 Pages, Available in English). 6. Description of content:
Supplement to the provisions in the IBC-Code and the BCH-Code regarding
first-aid equipment. The number, content and deployment of spare oxygen
cylinders for the resuscitation equipment shall be indicated in more
detail. 7. Objective and rationale: Intoxication caused by cargo
vapours often affects various crew members. It is therefore necessary
that chemical tankers have sufficient oxygen on board to administer
oxygen to at least two people for 24 hours. And, if need be, to have
sufficient time to ensure that casualties on board of chemical tankers
at sea can be shipped to land for admission to hospital. 8. Relevant
