Health Care Financing Administration (HCFA) has a requirement for a
contractor to collect, organize and analyze the economic data needed to
perform a cost effectiveness analysis of the HEMOdialysis (HEMO)
Clinical Trial. The HEMO trial is currently enrolling patients with
end-stage renal disease treated with in-center hemodialysis to compare
the mortality and morbidity outcomes of high flux versus low flux
dialysis membranes and high Kt/V versus standard Kt/V, singly and in
combination. The prospective contractor to be recruited through this
RFP will work with the HEMO trial's clinical and data centers funded by
the National Institute of Diabetes and Digestive and Kidney Diseases
(NIDDK) which are responsible for all clinical data collection,
database maintenance and outcome analyses. The Statement of Work for
the HCFA RFP contains four areas of work: 1) pretest and finalize the
data collection protocol and instruments, 2) collect on-site data on
the cost of dialysis in the approximately 70 dialysis facilities
participating in the HEMO trial, 3) analyze the economic data on
dialysis costs and enrollees' other direct medical costs using Medicare
administrative and billing records, and 4) conduct a cost effectiveness
analysis of the HEMO study. The Government anticipates a 42-month
period of performance. Requests for the RFP must be in writing and
