17. INS requires an expert in test construction to construct a new
artificial language based on the structures of neo-Latin languages and
to develop two new forms of the test. Each artificial language test is
comprised of 40 items each. Additionally, INS requires two new forms of
a Spanish proficiency test. Each Spanish test is comprised of 30 items
each. Each question will be followed by five answer choices.
Documentation must be provided to show the taxonomic dimension that is
being examined for each question. All items must be useable and not
previously used in any manner. INS testing staff will use these
questions to examine applicants for entry into the Border Patrol Agent
occupation. The subject matter in the items must be relevant to INS
law enforcement work. Work on the sampling plan for the Spanish
proficiency test must be completed no later than four weeks after
award, and the two forms of the Spanish proficiency test must be
completed no later than four months after award; work on the taxonomy
and sampling plan for the artificial language test must be completed no
later than six weeks after award, and the two forms of the artificial
language test must be completed no later than six months after award.
Qualified item writers must have a higher degree, a Masters or a
Doctorate. They must have at least one year of professional experience
in writing test questions in an artificial language and in the Spanish
language. In addition, the person must have at least three years of
professional experience in developing test instruments. The RFQ will
request offerors to submit resumes, sample questions for evaluation
purposes, and ethics/confidentiality references. These references must
include the names and telephone numbers of individuals or companies,
for whom offerors have performed work that is the same as work being
described here and in the Statement of Work. All usable questions will
become the sole property of the INS. RFQ must be requested by April
17, 1997 to ensure proposals are received by the closing date of April
30, 1997. Qualified offerors shall submit requests for the RFQ to
