Engineers, Philadelphia District, intends to award a firm fixed price
Job Order for the Overhaul of the Sea Going Dredge MCFARLAND. The
vessel is to be drydocked and repaired and is an all steel Seagoing
Hopper Dredge. The vessel is 300 feet in length, with a beam of 72
feet, and a depth of 33 feet. The loaded draft of the vessel is 23
feet, 0.875 inches forward and aft, and a light draft of 15 feet, 3
inches forward, 16 feet, 6 inches aft. Gross tonnage is 6,036 tons
loaded and 5,644 tons light. The vessel will be delivered in open water
near the contractor's facilities by the Government. The work to be
performed consists of drydocking, blasting and painting of the hull,
gas-freeing and tank-cleaning, repairs to machinery and electrical
systems, replacement of cutlass bearings, overhaul of diesel propulsion
and dredge engines, repairs to the controllable pitch propulsion
system, repairs to the hopper door operating mechanisms, steel
replacement and other repairs. Upon completionof the work, the vessel
will conduct dock and sea trails prior to delivery back to the
Government. The Government intends to perform all inspections required
for the endorsement of the vessel's American Bureau of Shipping
International Load Line Certificate. An United States Coast Guard
Mid-Period Re-Inspection will also be conducted during the performance
period of this overhaul. Prospective contractors must have, or be
capable of, entering into a Master Ship Agreement and have the required
dry-docking capabilities for the vessel. The vessel will be scheduled
for operations along the East Coast of the United States. The area of
consideration will include facilities along the Eastern Coast of the
United States. If the location of the repair facility is outside the
operating range of the vessel, those facilities outside of the range
will have their bid surcharged per nautical mile based on the operating
rates of the vessel. The total performance period for this procurement
will be Seventy-Five (75) calendar days. Solicitation No. DACW61 --
97-B-0031 will be issued on or about 5 May 1997 with a closing date on
or about 22 July 1997. Prospective contractors interested in receiving
a solicitation are required to submit a written or faxed request (FAX
(215) 656-6780). Prospective contractors are also required to send
information on their drydock/graving dock capability and certification
with their request for a copy of the solicitation. The submittal of
the dock certification may be a factor in any award made. This office
