intends to negotiate on a sole source basis with Ampex Corporation for
a Radar Data Recorder. The unit contains a double density tape drive
unit Model DIS-120iDD containing a tape drive module along with an
assembly and rack mount kit, power cord, installation and operation
manual, 25 GigaByte tape cartridge, dubbing cables, transport cleaning
kit. This tape drive which is part of an asynchronous multiplexer unit
made up of 8 components, a 15 slot laboratory chasis operating at
115VAC, 60 Hz, controller unit, 128 Mbps multiplexer unit, 10MWps
parallel input unit, encoder input unit, decoder output unit with
special dual port capability to send data to AMASS and ASDE sources
simultaneously, 128Mbps demultiplexer unit, and a 10MWps parallel
output unit, must be compatible with FAA Technical Center's data
recording unit (DIS-120iDD Tape Drive Configuration), for the purpose
of data exchange. Critical functions of this unit include proper
synchronization, encoding, and decoding with Airport Surface Detection
Equipment (ASDE-3). Ampex Corporation in cooperation with the FAA Tech
Center has designed specific CCA's (circuit card assemblies) specific
to the ASDE-3's inputs and outputs. These components are proprietary to
Ampex Corporation. Data recorder equipment shall be delivered to FAA
Tech Center for test and training 4 weeks from contract award. In the
absence of responses from firms who can demonstrate their capability to
perform this requirement, the Volpe Center intends to negotiate with
Ampex Corporation on a non competitive basis for the item described
above. The authority for this action is 41 U.S.C. 253(c)(1). All
responsible sources may respond to the synopsis and all responses will
be fully considered by the agency. Interested firms are asked to
submit 2 copies of descriptive literature on the above item to the
contract specialist cited above within 15 days from the published date
of this notice in the Commerce Business Daily. No contract will be
made on the basis of offers/proposals received in response to this
synopsis since this notice is not a request for offers/proposals. See
numbered Note 22. Responses must reference Procurement Request No.
502-0314. This notice is for informational purposes for Minority,
Women-Owned and Disadvantaged Business Enterprises: The Department of
Transportation (DOT), Office of Small and Business and Disadvantaged
Business Utilization (OSDBU), has a program to assist minority,
women-owned and disadvantaged business enterprises to acquire
short-term working capital assistance for transportation-related
contracts. Loans are available under the DOT Short Term Lending Program
(STLP) at prime interest rates to provide accounts receivable
financing. The maximum line of credit is $500,000. For further
