Service (NPS) is seeking sources from qualified contractors to perform
a servicewide housing inventory and condition assessment and needs
assessment survey. The inventory of housing units under the
jurisdiction of the NPS is 4700 or more spread throughout all of the
United States including Alaska and Hawaii. About 50% of the NPS housing
inventory is over 30 years old. Roughly 60% of the NPS housing
inventory are used year-round by permanent employees. The remaining 40%
are used by seasonal employees, VIPs, researchers, interns, etc. The
scope of this contract is to analyze the need for employee housing at
each site; develop maintenance standards; field test those standards by
evaluating existing information, conducting site reviews, market
analyses and physical inspections; and preparing a report which will
contain a complete presentation of findings supported by field
inspection data and related documentation. Reports should be developed
in a database compatible with data collected in the NPS developed
Inventory and Condition Assessment Program (ICAP). ICAP comprises a
series of procedures, nomenclature standards, and a supporting computer
program for recording park asset and feature inventories; recording the
physical condition of park assets and features; and identifying
specific work tasks to be performed on park assets and features. The
computer program was developed using dBase III PLUS and compiled using
Clipper 5.2. This program was designed to store, retrieve, view and
print graphic images of assets and can exchange data with other NPS
information systems. It also includes the ability to roll up selected
portions of the data for reporting to higher levels within the National
Park Service. The offeror must be knowledgeable and have a track record
of accomplishments to meet the stated project objectives and to conduct
the necessary work as required. Please submit within 15 days from the
