J -- LIFE CYCLE CONTRACT SUPPORT (LCCS) FOR COMMAND, CONTROL, COMMUNICATIONS, COMPUTERS/SIGNAL INTELLIGENCE (C4I) DEVICES (FORMALLY KNOWN AS LIFE CYCLE CONTRACTOR SUPPORT (LCCS) FOR COMMAND, CONTROL, COMMUNICATIONS/SIGNAL INTELLIGENCE (C3I) DEVICES) SOL N61339-97-R-0011 POC Jane Waller (407)380-4017; H. Paul Rhodes, Contracting Officer (407)380-4869 A requirement exists for the conduct of complete Life Cycle Contractor Support (LCCS) for Command, Control, Communications, Computers/Signal Intelligence (C4I) Devices at designated Army installations and activities located world wide. C4I includes, but is not limited to, the following Training Devices: Simulation Network System (SIMNET) to include APPLIQU, Morse Mission Trainer (MMT), Signal Intelligence/Electronic Warfare Equipment Operator Simulator (SEOS), Corps Battle Simulation (CBS), Battalion/Brigade Simulation (BBS), Basic Electronic Maintenance Trainer (BEMT), Basic Morse Mission Trainer (BMMT), JANUS, Guardrail Maintenance Trainer (GRMT), Non-Communication Signal Recognition Trainer (NCSRT), G-2 Workstations, All Source Analysis System (ASAS), Trailblazer/Quickfix Maintenance Trainer (TQMT), Un-Manned Aerial Vehicle Hunter Training Device (UAVHTD) and Close Combat Tactical Trainer (CCTT). CCTT provides the capability to conduct up to and including Battalion level exercises in a combined arms environment -- using Operations Center Workstations and simulated tactical vehicle Manned Modules. CCTT also provides After Action Review (AAR) and Semi-Automated Forces (SAF) capability to support the combined arms exercises. These devices are used to provide initial and sustainment training to Officer, Warrant Officer, Noncommissioned Officer and Enlisted personnel. They are key to Distributed Interactive Simulation (DIS) exercises such as Synthetic Theater of War (STOW), Prairie Warrior, Army Warfighting Exercises (AWEs), and Force XXI. The contractor shall provide total LCCS which includes, but is not necessarily limited to, labor, maintenance, materials, supply support, FAMSIM Simulation Center (SC) Support, Life Cycle Software Engineering (LCSE) and engineering services. The contractor will be responsible for providing adequate inventories of spares/repair parts to ensure compliance with a specified turn around time. The contractor shall be responsible for maintaining a minimum 95% operational availability (Ao) for the scheduled utilization of each training device. The following trainers require Top Secret access: MMT, SEOS, NCSRT, G-2, and ASAS. The following trainers require Secret access: SIMNET, CCTT, CBS, BBS, JANUS, BMMT, BEMT, GRMT, TQMT and UAVHTD. The contractor will need SCI access since the following trainers are located within SCIF facilities: G2, SEOS, ASAS and MMT. The required LCCS will include a 90-day phase-in period, four 1-year options, and one 9-month option to include a 3-month transition period within the last exercised option year. From time to time the Government will require the contractor to provide LCCS for additional training devices that fall within the family of C4I devices. It is anticipated that the Communication Traffic Simulator-Upgrade (CTS-U), Defense Satellite Communication System (DSCS), WARSIM 2000, Intelligence/Electronic Warfare Common Sensor Trainer (IEWCST), Airborne Reconnaissance Low-Multifunction Trainer (ARL), Joint Surveillance Target Attack Radar System (JSTARS), Launch and Recovery Training System (LRTS), Aviation Reconfiguration Manned Simulator (ARMS) and some Foreign Military devices will be incorporated into this contract for LCCS support at a later date. Also during the period of this contract, we may require you to provide FAMSIM SC Support for other CBS, BBS and JANUS sites. The Government intends to award a Firm Fixed-Price contract, under full and open competition, based on Best Value. It is anticipated that a formal Request for Proposal (RFP), N61339-97-R-0011, will be posted, on or about 5 May 1997, to the internet via the STRICOM Home Page at www.stricom.army.mil under Procurement Information and the NAWCTSD Home Page at www.ntsc.navy.mil under Request for Proposals.
