The National Telecommunication and Information Administration (NTIA) is planning on demolishing and completely removing a 500 foot tower located at the U.S. Department of Commerce (DOC) Table Mountain field site, 9 miles north of Boulder, Colorado. The tower and all associated cables, guy wires, bolts, debris, etc., shall be removed from the site and disposed of. Explosives may be used during demolition if conducted by qualified individuals. The above must be in accordance with all applicable local, state, and federal regulations. The concrete tower base and concrete guy wire bases, shall also be demolished and removed to one foot below grade. The one foot holes shall be filled with like material from the site. The power feed at the base of the tower shall be permanently disconnected at the main disconnect. The electrical conduits at the tower base shall be cut off slightly below ground level and removed along with all other associated electrical equipment. A paint chip sample was scraped from the tower and tested for its lead content per the Toxicity Characteristics Leachate Procedure (EPA Method 239.1). Results indicate the paint contains 64.5 parts per million (ppm) lead which indicates the paint meets EPA's definition as a hazardous waste for toxicity, per 40 Code of Federal Regulations (CFR) 261.24. In addition to the following requirements, all Federal, state, and local laws and regulations must be followed in scrapping the tower and disposing of its paint component as a hazardous waste. The tower shall be sent to a metal scrap recycler which uses mechanical processes to prepare the tower components for shipment to a mill facility. The mill facility shall utilize processes in which the paint component of the tower materials is collected for proper disposal as a hazardous waste. The scrap metal recycler and the mill facility shall be licensed to work with the tower materials and the mill facility shall provide a letter, to the Contracting Officer, which documents that the paint component has been disposed of as a hazardous waste in accordance with all applicable Federal, state, and local laws and regulations. Safety is a prime factor in the removal of this tower. Contractor must adhere to all safety standards including, but not limited to, OSHA, and any local applicable regulations during the size-up, demolition, and removal of the tower and associated debris. Contractor must ensure that no structures or other existing facilities are disturbed during the demolition and removal process.
