R -- OUTSOURCING OF HUMAN RESOURCES SERVICES DUE 042597 POC Jewell R. Powell, Purchasing Specialist/202-268-4307 The U.S. Postal Service (USPS) wishes to prequalify sources who specialize in conducting the hiring process for temporary (casual) postal employees. The range of services necessary include the following: (1) Developing and implementing recruitment strategies including advertisements; (2) Developing & implementing application distribution and intake systems; (3) Screening applications and scheduling job interviews; (4) Conducting interviews and extending job offers; (5) Coordinating drug screening and medical appointments; (6) Reviewing & evaluating results and follow-up from medical appointments; (7) Processing personnel paperwork and other data inputs; (8) Providing applicant tracking reports & coordinating with management on replacement needs by site. The USPS will seek sources to service at least one of the eleven geographic areas (NOTE: suppliers capable of serving multiple areas are desired) throughout the United States: Allegheny Area, Great Lakes Area, Mid-Atlantic Area, Capital Metro Area, Midwest Area, New York Metro Area, Northeast Area, Pacific Area, Southeast Area, Southwest Area, and Western Area. These Areas encompass numerous sites which have the capability of handling high volume hiring activities (100 to 1000 hires per plant) for temporary positions in an industrial setting. Prequalification does not constitute a contract award. The USPS is prequalifying sources so that an adequate number of well-qualified sources are available to compete for contracts. Part of the prequalification evaluation will be an assessment of past performance and will include the following: (1) Quality (a record of conformance to contract requirements and standards of good workmanship); (2) Timeliness of performance (adherence to contract schedules, including the administrative aspects of performance); (3) Business relations (a history of being reasonable and cooperative with customers; commitment to customer satisfaction; integrity and ethics); (4) Cost control (a record of forecasting and containing costs on changes and cost-reimbursement contracts); and (5) Supply chain management (the supplier's management of total material flow from all levels of subcontractors).
