release an RFP for CHEMICAL AND LOW-LEVEL RADIOACTIVE WASTE MANAGEMENT
SERVICES for the entire NIH campus and local off-campus facilities.
The resulting contract is scheduled to start on December 15, 1997 and
will be for one year with four additional one year options. NIH has not
yet made a decision on a possible small business or 8(a) set-aside.
Firms requesting a copy of the RFP must initially demonstrate to the
contracting officer that they are currently in this line of business
and have appropriate levels of knowledge and experience to meet this
requirement, including: 1. The expert knowledge and ability to
identify, characterize, manage, treat, transport, analyze, remediate
spills, track, recycle and dispose of all of hazardous chemical and low
level radioactive wastes of all categories including reactives, gas
cylinders, source material, wastes exhibiting inhalation hazards,
potentially explosive compounds, mixed waste, scintillation counting
fluids and biohazardous, chemical and/or radioactive waste. 2. The
access to off-site facilities and transportation which comply with
pertinent regulations to transport, treat, store, and/or dispose of
wastes listed in item one and will accept said materials on a regular
basis for the same, including the ability to obtain export licenses if
domestic capacity is not available for the final disposition of
specific wastes. 3. The ability to collect, transport, treat, and
package materials as listed in item one in full compliance with all
regulations governing the same, integrating the required services into
a comprehensive cradle to grave service to facilitate uninterrupted
research at the NIH. 4. The ability to operate a hazardous waste
treatment and storage facility, functioning under a RCRA Part B Permit,
in compliance with all permits, licenses and all applicable state,
federal and local regulations, including the operation and maintenance
of chemical, radioactive and mixed waste treatment equipment.
Treatment systems will minimally include activated carbon and
ultraviolet light peroxidation units. 5. The ability to provide
required emergency services on short notice and routinely without
interruption of regular services. Firms shall identify the current
ability to secure liability insurance at the appropriate and required
levels. 6. The ability to staff and operate the on-site NIH waste
facility analytical laboratories and perform all required chemical,
mixed and radioactive waste analyses on-site including the provision of
rental analytical equipment if required. 7. The expert individual and
corporate knowledge of regulations concerning and not less than 5 years
of continuous experience with providing hazardous and low level
radioactive waste services similar to the above requirements. Firms
shall provide the locations at which the above experience was gained
and identify the specific wastes handled. Wastes listed shall be
identified according to the categories listed in paragraph 1. 8. The
knowledge and ability to operate and maintain a computer based cradle
to grave waste tracking system. Firms wishing to request a copy of the
RFP shall send the requested evidence of experience and capabilities
to the above listed contracting officer by May 1, 1997. Firms shall
also identify their size and other socio-economic status based upon SIC
code 4953 and a size standard of $6,000,000. NIH is conducting a
concurrent sources sought procedure to identify potential small
business sources in order to make a decision regarding a possible
set-aside. Firms that have responded to the sources sought need not
