procurement is unrestricted. The work includes the construction of two
10,000 barrel fuel tanks, a pumphouse/filter building, nine aircraft
fueling hydrants and necessary modifications to the existing apron for
same, Emergency Power Generation, a Truck Fill Stand, ready service
and return piping, a transportation pipeline to the two fuel tanks, all
utilities and related site preparation, and incidental related work.
The estimated cost range exceeds $10,000,000. Award will be based on
price and other nonpriced factors including Relevant
Experience/Capability and Past Performance representing the best value
to the Government. Plans and specifications will be available on 30
April 1997. Proposals will be due on 30 May 1997. A preproposal
conference and site visit will be held at Andrews Air Force Base; date
to be determined. A charge of $125.00 per solicitation package is
required with checks or money orders made out to U.S. Treasury c/o EFA
Chesapeake. Plans and specifications may be requested in writing to
the above address or local contractors are encouraged to purchase the
solicitation in person at the above address between 7:00am and 4:00pm,
