(LeRC) in Cleveland, Ohio plans to issue a Request for Proposal (RFP)
for firm-fixed proposals for the operation, repair, and maintenance of
institutional facilities at this aeronautics and space research
center. The proposed contract will be known as IFORM (previously titled
only as MOC 2), and will have a maximum period of 5 years, including a
1-year base period and 4 additional 1-year options. Scheduled
requirements under IFORM will include operation of heating plants,
operation of the high-voltage electrical power distribution system, and
performance of scheduled preventative maintenance (PM) and predictive
testing and inspection (PT&I) on the following systems: life safety
systems (including fire detection, alarm, and extinguishing equipment);
high- and low-voltage electric power distribution systems; personnel
and material handling systems (including cranes and elevators); heating
plants; HVAC, Chilled Water, and Energy Management Control Systems; and
Utility Distribution Systems (including water, sewage, air, and gas
piping systems). Unscheduled requirements under IFORM will include the
following: responding to routine and emergency service calls for all
of the above systems as well as for general maintenance of dozens of
buildings and structures; excavation, shoring, and repair thereof
necessary to service systems covered under this contract; and
remediation of hazardous waste spilled or generated as a result of
other work performed under this contract. All of the above requirements
are anticipated to be contracted for on a firm-fixed price basis.
Additionally, IFORM will include specified methods and rates for
pricing of fixed-price delivery orders to perform system modifications,
minor improvements, replacement of obsolete equipment, and unscheduled
maintenance or repair beyond the scope of a routine service call.
IFORM will consolidate three existing contracts; NAS3-26673,
"Facilities Operations and Repair Services" performed by ColeJon
Mechanical Corporation, NAS3-27603 "Operation and Maintenance of the
Steam Generating Plant" performed by Cleveland Telecommunications
Corporation, and NAS3-27603, "High-Voltage Distribution System
Services" performed by Phillips Electric Company. A draft RFP will be
released on or about April 15 for industry comment on the clarity of
the requirements, proposal preparation instructions, and evaluation
criteria as well as on whether there are any unnecessary or inefficient
requirements. The anticipated release date of the subsequent official
RFP is on or about May 20, 1997 with an anticipated proposal due date
of on or about July 22, 1997. A Pre-proposal conference, including
tours of major IFORM facilities, is planned for June 19, 1997 at LeRC.
Information about this conference will be included in the RFP. This
procurement is a total small business set-aside. All responsible small
business sources may submit a proposal which shall be considered by
the agency. The SIC Code for IFORM is 8744, which has an associated
small business size standard of $20 million. An ombudsman has been
appointed -- See Note "B". See Numbered Note 26. The solicitation,
including the draft RFP, and any documents related to this procurement
will be available over the Internet. These documents will be in ASCII
or RTF format and will reside on a World-Wide Web (WWW) server, which
may be accessed using a WWW browser application. The WWW address, or

be available for a cost from a private printing company, the contact
person's name, phone number and address of which will be specified in
the RFP. Prospective offerors should notify this office of their intent
to submit an offer. It is the offeror's responsibility to monitor this
site for the release of the solicitation and amendments (if any).
Potential offerors will be responsible for downloading their own copy
of the solicitation and amendments (if any). Hard copies may be
obtained from the identified point of contact; however, the closing
date for the hard copy received shall be the same as the solicitation,
