The work is required in support of Base Civil Engineer Activities. The contract will be Indifinite Quantity type with all items provided in the Means "Pulsar" software and/or "Means" Master File and Renovation & Repair Cost Data Base. During the contract period, the Government will identify construction tasks required to complete each specific job. The Contracting Officer will issue individual Tasks Orders (TOs) to the Contractor to complete these jobs. The Contractor will be required to furnish all materials, labor, plants, tools, equipment, supervision and design personnel necessary to manage and accomplish the job. The Contractor will be required to maintain a management office on Kelly AFB, Texas in order to receive work reports and jobs. The job will include tasks in a variety of trades, such as carpentry, pavement repairs, roofing, excavation, interior and exterior electrical, mechanical, steam fitting, plumbing, HVAC systems, sheet metal, painting, general demolition, concrete and masonry work, and welding. Duration of the contract will be a basic 12 month period with two additional 12 month periods to be exercised at the option of the Government. The minimum amount for each contract period is $150,000 and the maximum amount of each contract period will be $5,000,000. Task orders issued from the contract will have a minimum amount of $500 and a maximum amount of $500,000. The tentative date of issue of the solicitation is 1 May 97 with a tentative opening date of 6 June 97. The proposed acquisition listed here is being considered for 100 percent set-aside for small business (SB) concerns. Interested SB concerns should, as early as possible but not later than 15 days of this notice, indicate interest in the acquisition by providing written notice to the contracting office above, evidence of capability to perform (includingreferences for similar work with telephone number, points of contact and contract numbers) and a positive statement of eligibility as a small business concern. Evidence of capability includes experience in the specific construction area advertised as well as bonding capability. If adequate interest is not received from SB concerns, the solicitation will be issued as full and open competition without further notice. Therefore, replies to this notice are requested from all business concerns as well as from SB concerns. All replies to this notice must be in writing. There will be an approximately $10.00 charge for each package requested, payment shall be made by money order or cashiers check to U.S. Treasury.
