Space Flight Center (GSFC) intends to issue Request for Offer
(RFO)5-08151/506, on a competitive basis, for the design, fabrication,
and testing of one (1) Spaceflight Tracking and Data Network (STDN)
transponder (including a Band Reject Filter/Diplexer) and one(1)
additional Band Reject Filter/Diplexer, in support of the Microwave
Anisotropy Probe (MAP) spacecraft. There will also be a provision for
Options for two (2) additional Transponders. The MAP transponder must
be delivered before July 1998 in order to meet current integration,
test and launch schedules. This procurement is being conducted on a
full and open basis under the NASA MidRange Pilot Test Program approved
by the Office of Federal Procurement Policy. The Standard Industrial
Classification (SIC) Code is 3663 with a size standard of 750
employees. The contract will be firm fixed price. The anticipated
release date of the solicitation is April 11, 1997, with anticipated
contract award on/before August 1, 1997. Verification ofreceipt of
requests rests solely on the requester. Proposals will be due 30 days
after the release date of the solicitation. All responsible sources may
submit a proposal which will be considered by NASA/GSFC. The Government
is not using the policies contained in Part 12, Acquisition of
Commercial Items, in part due to the requirement for an extensive
testing program on each of the procured units which includes but is not
limited to EMI/EMC, random vibration, thermal vacuum, and vibration
tests. The procurement also requires approval of printed wiring board
coupons and provides for GSFC insight into the program as well as
approval of the test procedures. An ombudsman has been appointed to
hear concerns from offerers, potential offerers, and contractors during
the pre-award and post-award phases of this acquisition. The purpose of
the ombudsman is to communicate concerns, issues, disagreements, and
recommendations of the interested parties to the appropriate Government
personnel and to work to resolve them. The GSFC Ombudsman is A.V. Diaz
