is for full service architecture and engineering services. The
contract type will be an indefinite delivery order contract to support
federal facilities nationwide. Services include architectural and
engineering design, facilities programming, construction management,
construction inspection, project cost estimating and related
professional services. There will be one contract awarded, consisting
of a one-year base period and three one year option periods. Services
will be implemented through individual task orders, with a total
contract amount not to exceed $9 million over the four-year period.
Projects include: architectural and engineering design, estimating, and
construction management and inspection services for varied projects
throughout the United States. Typical effort includes engineering
studies, engineering design, facility condition surveys, project
planning and programming, economic analysis and value engineering,
construction management, construction inspection, and commissioning
services. Typical projects support National Weather Service, National
Marine Fisheries, National Ocean Service, Census Bureau, and other
client agencies. The projects include design for new research
facilities and laboratories, repair and renovation of existing
facilities (including bridges, roads, utilities, pavement and site
development), design of marine operation support facilities, coral reef
restoration, HVAC analysis/commissioning, facility support aircraft
operations center, and support of Census decennial facility program.
Planning, design, construction management, construction inspection, and
project management work are included to varying degrees in each task
order. All work must be accomplished by or under the direct supervision
of licenced professional Architects and Engineers. It is a requirement
that the proposing firm and consultants have as a minimum electronic
mail service, for the purpose of accomplishing contract progress
reviews and coordination. Typical projects have included laboratory
HVAC renovation and sewer/water line extensions at Panama City,
Florida; catwalk vibration analysis at the National Hurricane Center,
Miami, Florida; Acoustical Analysis at the National Weather Service
Office at Albany, New York; Bridge Repair at Beaufort, North Carolina;
Space Planning Studies at NOAA Headquarters, Silver Spring Maryland;
Laboratory Renovations at Charleston, South Carolina and Galveston,
Texas; Topographic Surveys in Kansas City, Missouri; Design of New
Weather forecast Offices in Juneau, Alaska and Indianapolis, Indiana;
New Laboratory Facility Planning at Lafayette, Louisiana and
Charleston, South Carolina; and Facility Condition Surveys through out
the United States and its' territories. Selection criteria: Selection
criteria in descending order of importance are as follows: (1) Past
performance of firm on Federal Government projects and other projects
that are similar to the work described above. For the last ten
completed projects, identify the project design budget for construction
vs. construction contract award cost; identify the type of construction
contract (low bid, negotiated fee, cost plus); number and value of
construction change orders; project schedule (design and construction)
scheduled completion vs. actual completion; and letters of
recommendation or federal agency performance evaluations. Identify both
a project client and end user point of contact, with phone numbers.
Referenced projects should not be more than five years old. (SF 254,
para. 10, 11, and SF 255, para. 8, 9, 10, plus supplemental
information). (2) Experience of firm (s) key personnel in preparing
studies/analysis, cost estimating, life cycle cost analysis, design
projects for laboratory and research facilities, multipurpose office
facilities, repair and renovation design, and design of facilities in
hurricane environments. Firms should provide specific information on
key personnel for such projects. (SF 255, para. 7) (3) Project
manager's experience and qualifications to lead a multi-discipline
project team(s). Demonstrate professional registration, ability to
manage several task teams on multiple projects, and ability to manage
indefinite delivery contract coordination.(SF 255, para. 7). (4)
Capacity of the firm to accomplish a large, multi-discipline,
sophisticated design effort within specific time limits. Number and
types of disciplines on in-house staff. Identify plan for reacting to
changes and staff augmentation. Identify subcontractors to support
secondary disciplines. (SF 254, para. 8, plus supplemental). (5)
Experience of firm. Experience and qualifications of personnel proposed
for assignment to the project, including skills in architecture,
engineering, cost estimating, project coordination, construction
management, and construction management/inspection. (SF 254, para. 10,
11, and SF 255, para.'s 4, 7, 8, 9). (6) Proximity to and ability to
communicate with the Facility Engineering Branch in Kansas City,
Missouri. (SF 255, para. 10). Submittal requirements: To be considered,
interested firmsmust provide three submittal packages consisting of an
original SF 254 and SF 255 no later than 4:30 PM CST on the 30th day
after the date of this announcement. If the 30th day is a Saturday,
Sunday, or Federal Holiday, the deadline is 4:30 PM CST of the next
business day. Offeror must provide adequate documentation in blocks 7g
and 10 of SF 255 to illustrate the extent of participation of groups
in terms of the percentage of the total anticipated contract effort.
All responding firms must also include a completed SF 254 for
themselves and their consultants. Proposing firms are responsible for
supplying information concerning each evaluation factor. Three or more
Short Listed Firms will be invited to make a formal presentation to,
and be interviewed by, the Architect-Engineer Selection Board. After
interviews, the firm selected for negotiation shall be through an order
of preference based on demonstrated competence and qualifications
necessary for the satisfactory performance of the type of professional
services required. Negotiations shall be conducted beginning with the
most preferred firm in the final selection. All responsible sources
should submit an SF-254, Architect-Engineer and Related Services
Questionnaire and SF-255, Architect-Engineer and Related Services
Questionnaire for Specific Project which shall be considered by the
agency. Solicitation packages are not provided for AE contracts. This
is not a request for a proposal. This is not a small business
