Roman (202)514-3417 The contemplated RFP is for the procurement of a telephone system for the exclusive use of detainees incarcerated at the nine INS Service Processing Centers and six Contract Detention Facilities located throughout the United States and Puerto Rico. The proposed contract may be expanded to include INS District holding cells and Border Patrol holding cells. The direct dial telephone system will allow detainees controlled access to telephones to make outgoing calls only. The system must be capable of collect calling and debit system calling. All equipment and software will be installed, operated, repaired, maintained, and upgraded by the vendor. Equipment will remain the property and responsibility of the vendor. Various cost and call accounting reporting capabilities will be required. The proposed contract will be for one base year with four one year options. INS will expect to be paid commissions based on a percentage of earnings realized from the systems. All responsible sources may submit proposals which will be considered. Award will be made to the proposer whose proposal best meets the needs of the government based on criteria to be set forth in the solicitation.
