synopsis/solicitation for commercial items prepared in accordance with
the format in FAR Subpart 12.6, as supplemented with additional
information included in this notice. This announcement constitutes the
only solicitation; proposals are being requested and a written
solicitation will not be issued. (ii) The FBI intends to negotiate on
a sole-source basis with General Signal Networks. No solicitation
package is available. (iii) The solicitation document and incorporated
provisions and clauses are those in effect through FEDERAL ACQUISITION
CIRCULAR 90-45. (iv) This solicitation is not restricted to a
set-aside. Standard Industrial Classification Code is 7378 and the
small business size standard is $18.0 million in annual receipts. (v)
A list of CONTRACT LINE ITEM NUMBERS (CLINs), items, quantities, and
locations are: CLIN 0001: Data Switch Model 9088 Host Net, 1 Each, West
Virginia (WV); CLIN 0002: Data Switch Model 9095 Channel Extender, 4
Each, 2 Each in WV and 2 Each in Washington, D. C. (WDC); CLIN 0003:
Data Switch Model 1800 Channel Switch Data Router, 2 Each, WV; CLIN
0004: Monolith Plus Matrix Switch, 2 Each, 1 Each in WV and WDC; CLIN
0005: Monolith Control System, 2 Each, 1 Each in WV and WDC; CLIN 0006:
9095 Systems Controller, 2 Each, 1 Each in WV and WDC; CLIN 0007: Model
1800 Control System, 1 Each, WV; CLIN 0008: Remote Monitor Unit, 2
Each, 1 Each in WV and WDC; CLIN 0009: Model 1200 Channel Switch, 2
Each, 1 Each in WV and WDC; CLIN 0010: Model 9095-6 Channel
Extender-Side A, 1 Each, WDC; CLIN 0011: Model 9095-6 Channel
Extender-Side B, 1 Each, WV; and CLIN 0012: 9095 Expansion, (1) CI-A
and (1) CI-B, 1 Each, WV. (vi) The Federal Bureau of Investigation
(FBI) intends to negotiate on a sole-source basis with General Signal
Networks for the maintenance of the above CLINs. Maintenance shall be
on a monthly basis for the period from date of contract award or
expiration of warranty through September 30, 1997, with four additional
one-year periods. The FBI requires the option to increase/decrease the
quantities of any of the above-listed CLINs at any time during the
contract life as well as relocate equipment between WDC and WV as
necessary. Description of the requirements for the maintenance services
to be acquired: The Contractor shall furnish, as required maintenance
and other support services required for the equipment listed under this
contract at the FBI locations in WDC and WV. The Contractor shall
provide on-call maintenance service within a two-hour response time on
a 24-hours-per-day, seven-days-per-week basis, including holidays. The
Contractor shall provide to the Government resumes of all personnel
being proposed for use under this contract so that experience and
expertise can be identified prior to arrival of Contractor personnel.
This shall also apply to all subcontracted employees. Contractor
personnel performing under the resulting contract shall meet the FBI's
security clearance process. (vii) Maintenance shall be for the period
from date of contract awardthrough September 30, 1997. Maintenance
shall be performed at the Federal Bureau of Investigation, Criminal
Justice Information Services Division Complex, 1000 Custer Hollow Road,
Clarksburg, West Virginia 26306, and at the Federal Bureau of
Investigation, J. Edgar Hoover F.B.I. Building, 935 Pennsylvania
Avenue, N. W., Washington, D. C. 20535-0001, and shall be F.O.B.
Destination. (viii) FAR 52.212-1, Instruction to Offerors --
Commercial, is incorporated by reference and applies to this
acquisition. ADDENDUM FAR 52.212-1 Para. (b) Submit three copies of
signed and dated offer. ADDENDUM FAR 52.212-1 Para. (b) (4) Offers
shall include a detailed description of the terms and conditions for
performance of the maintenance. (ix) FAR 52.212-2, Evaluation --
Commercial Items is incorporated by reference and applies to this
acquisition. ADDENDUM FAR 52.212-2 Para. (a) The following factors, in
descending order of importance, shall be used to evaluate offers:
technical capability, price, and past performance. Technical and past
performance, when combined are more important than price. (x) Offerors
shall include a completed copy of the provision at 52.212-3, Offeror
Representations and Certifications -- Commercial Items, with its offer.
(xi) FAR 52.212-4, Contract Terms and Conditions -- Commercial Items,
is incorporated by reference and applies to this acquisition and
resulting contract. Contract Type: The resulting contract will be firm,
fixed price (FFP). (xii) FAR 52.212-5, Contract Terms and Conditions
Required to Implement Statutes or Executive Orders -- Commercial Items,
is incorporated by reference; however, for Paragraph (b) only the
following provisions apply to this acquisition: 52.212-5 (b): 52.203-6,

commercial, that have maintenance supplied for the same or similar
equipment during the past two years. Offerors shall acquaint themselves
with the new regulations concerning Commercial Item acquisition
contained at FAR Subpart 12 and shall ensure that all Representations
and Certifications are executed and returned as required in this
