POC Sharon K.Starkey This is a combined synopsis/solicitation for
commercial items prepared in accordance with the format in Federal
Acquisition Regulation (FAR) Subpart 12.6, as supplemented with
additional information included in this notice. The announcement
constitutes the only solicitation; proposals/ bids are being requested
and a written solicitation will not be issued. This solicitation is
being issued as a Request for Quotation (RFQ) #70180, the provisions
and clauses incorporated are those in effect through Federal
Acquisitions Circular ( FAC) #90-44. This solicitation is under the
Simplified Acquisition Procedures (SAP) and is a Small Business-Small
Purchase Set-Aside. The Standard Industrial Classification (SIC) Code
is 4581 and the Business Size standard is five million in annual
receipts. The Federal Bureau of Investigation has an immediate
requirement for the overhaul of the compressor section of an Allison
250-C20J helicopter engine which was installed as original equipment in
a 1984 model year Bell 206B helicopter. This engine has accumulated
3,500 hours total time in service. It is the first overhaul of this
compressor, bearing serial number CAC 24357. The FBI will remove and
ship the compressor to the awardee of this solicitation. Service over
$2,500 will be applicable to U. S. Department of Labor Wage
Determination based on the place of performance. The contractor shall
comply with all recommended Allison Commercial Engine Service Bulletins
during the compressor overhaul. The contractor must be a Federal
Aviation Administration (FAA) Repair Station that is authorized by both
the FAA and Allison Engine Company to perform this service. Contractor
must have overhauled no less than twenty (20) C20J compressors during
the twelve (12) month period prior to the date of this notice. The
contractor shall provide past performance information on contracts that
are similar in terms of cost and service, performed within the past
three (3) years. Past Performance Information should include the
contract number, name and phone number of a point of contact to verify
the past performance. Contractor shall provide information on warranty
for the service and replacement parts. Contractor must provide their
turn around time that shall not exceed maximum turn around time of
thirty (30) days. The following FAR clause is incorporated by reference
and apply to this acquisition: FAR 52.212-4 Contract Terms and
Conditions-Commercial Items (Oct 1995). Each offeror shall include a
completed copy of the FAR provisions at 52.212-3, Offeror
Representation and Certifications (Mar 1996) with its offer. All
responsible sources may submit a quotation which, if timely received,
shall be considered by the agency. Government will award to the
responsible offeror whose offer conforming to this solicitation will be
most advantageous to the government, price and other factors
considered. Offerors will be evaluated in accordance with FAR 52.212-2
Evaluation-Commercial Items (Oct 1995). The following factors shall be
used to evaluate offers: Ability to meet Technical Requirement, Past
Performance, Delivery Time, Price and Warranty in descending order of
importance. All bids shall be submitted to the address listed on line
number seven no later than 4:30 p.m. EST, April 25, 1997. Bids can also
