Orders will be issued for labor, material and parts, as may be required to restore overhaul main propulsion and power generator equipment components to a serviceable operating condition. Orders will be issued pursuant to 10 U.S.C. 2304 (c) (1). General Electric is the design agent and the manufacturer responsible for developing this equipment. General Electric developed the designs for this equipment from specifications and standards established by NAVSEA and maintains the repository for all the design engineering data and as-manufactured data for this equipment. No other source has the technical qualifications and the necessary resources to perform the work described herein, nor will any other supplies or services satisfy the Navy's requirements.
