CONTRACT), FOR THE NAVY PUBLIC WORKS CENTER, AT VARIOUS LOCATIONS SOL

Officer in Charge requires all labor, supervision, tools, materials,
equipment, transportation and management necessary to optimize and
maintain automatic temperature control systems including direct digital
control, manning of a trouble call desk; performing emergency work,
routine service work, preventive maintenance; and performing indefinite
quantity work items of maintenance and repair designated by the
Contracting Officer. There are 10 different manufacturers covered under
this contract. (e.g. Robertshaw, Landis & ~ Staefa, Johnson, Honeywell,
etc.) This contract will be performed under a Combination Firm-Fixed
Price/Indefinite Quantity Type Contract. The solicitation will be
procured by the means of a BEST VALUE SOURCE SELECTION, with the
requirement of a Technical and Price proposal. Technical proposals will
be 100 pages or less and contain the following evaluation factors: TAB
A -- Past Performance; The offeror shall provide references
demonstrating performance of similar type work,volume and complexity
for the last three (3) years. TAB B -- Experience; The offeror shall
show significant work experience, state experience in the performance
of similar type work, volume and complexity of work, for the last five
(5) years. TAB C -- Management and Organization; Offerors shall
demonstrate a clear understanding of the scope of work by illustrating
their technical approach and identifying proposed allocation of
resources; including Subcontractors. The offeror shall show the
re~lationship bet~ween the home office and on-site management
personnel, by~ name. Offerors shall explain the degree of autonomy of
the on-site organization from the home office and address lines of
authority, responsibility and span of control. Offers shall complete
personnel reference sheets, on all key personnel. Subfactors: (1)
Personnel Qualifications -- (training, experience, licensing, and
certifications), (2) Subcontractors employees are to be factory trained
and authorized on the brand of system that is identified in the
contract. TAB D -- Financial; Offerors shall clearly demonstrate their
financial stability by providing the information requested in the
subfactors. Offerors shall also demonstrate their ability to sustain
their financial obligations during the first 90 days of this contract.
Subfactors: (1) Business Credit Report (No older than 1 year) (This
information may be obtained from a credit reporting agency, (e.g. TRW,
Dunn ~& Bradstreet, etc.)), (2) Line of Credit (Provided a letter from
a financial institution showing your available line of credit, (e.g.
Low six figure, $300,000.00)), (3) Audited Income/Financial Statements
with notes (for the last two years). TAB E -- Utilization of Small,
Small Disadvantaged, and Women-Owned Small Business Concerns; Offerors
shall show the extent in which they intend to use small, small
disadvantaged, and women-owned small business concerns for work that is
to be accomplished by subcontract. Offerors shall show the variety and
complexity of work smallfirms are to perform; and the dollar value in
percentage of the total dollars being set aside in their proposal for
subcontracts for each category of small business. All responsible
sources may submit an offer which will be considered. This solicitation
is for a base period of one (1) year and anticipated options to extend
for an additional period of one to twelve months, with a total
duration not to exceed 60 months. This procurement is NOT set aside for
small business concerns. Estimated date for receipt of Proposals -- 5
June 1997; Plans and Specifications will be ready on or about 5 May
