FORCE PROTECTION EQUIPMENT DEMONSTRATION This is the second CBD announcement of the Force Protection Equipment Demonstration and repeats the first announcement and provides the following new information: the dates and location of the FPED, the addition of a communications equipment category, and a date change for the First Site Visit to April 17. Additional up-to-date information may be obtained on the FPED Web Site http://explorer.csc.com/fped which is updated regularly with current planning and descriptive information. The U.S. Army Physical Security Equipment Management Office (PSEMO), under the sponsorship of the OUSD A&T, will host a Force Protection Equipment Demonstration (FPED) At Quantico Marine Corps Base on September 15-18, 1997. The purpose of the FPED is to provide an exposition for first-hand viewing of Commercial Off-The-Shelf (COTS) force protection equipment available to military commanders, DoD decision makers and other Federal Agencies. No testing of the equipment will be conducted during the exposition. The FPED has Joint Military Service and other Federal Agency interest, and will address the needs of actual users for future test, evaluation, and fielding. Due to limited resources, attendance is by invitation only. PSEMO invites equipment manufacturers to submit applications for demonstration of their equipment at the FPED. Participants will be invited based on information provided to PSEMO on the application, available in the FPED Information Packet. Equipment must fall within the following categories to be considered for the demonstration: Physical Security Equipment (PSE) Sensor and Surveillance Systems (Exterior, Interior, Perimeter, Tactical); Unattended Ground sensors; Explosives Detection; Blast Protection and Mitigation (to include Structural Building Materials (new or retrofit)); Software Vulnerability Assessment and Analysis Tools (Theater, National, Long-Term); Delay and Denial Technology (Fences, Barriers, and Locks); Antiterrorism Equipment; Non-Lethal Weapons and Technology; Individual Soldier Protective Gear; Automated Entry Control Systems and Equipment; Cargo Inspection Devices; Emergency Ordnance Disposal Equipment; Communications Equipment; or Forensics. Companies planning active functional demonstrations will be given first consideration; if active demonstration of equipment is not possible or practical, a display which might include videotaped demonstrations or other media presentations will be considered, provided the display focuses on the commercially available equipment. Criteria for participation includes the key requirement that the equipment must be Commercial Off-The-Shelf (COTS) available within ninety (90) days of the demonstration, and be available for test or procurement by the Department of Defense (DoD) within that timeframe. All prospective participants may request in writing a copy of the FPED Information Packet from the Physical Security Equipment Management Office (PSEMO), 5900 Putman Rd, Suite 1, Fort Belvoir, VA 22060-5420. Those who requested the packet from the first CBD announcementdo not need to submit another request. The FPED Information Packet contains application forms, schedules and other necessary information. The participants must transport their selected force protection equipment to the Quantico Marine Corps Base demonstration site for set-up and demonstration rehearsals during the week prior to the demonstration and operate it during the demonstration week. Demonstration will begin on Monday morning and manufacturers must clear the site not later than 1:00 p.m. on Friday. Equipment will be set-up in a field and hangar environment. Applications must be received at PSEMO no later than 1200 hours May 9, 1997. Selected invitees will be notified by June 16, 1997. Site visits to the demonstration area will be held on April 17, 1997 and June 24-25, 1997. All applications and demonstrations will be unclassified. The entire cost of each participant's involvement in the demonstration will be borne by that participant. Participation in the FPED does not constitute Government endorsement of any equipment, nor does it commit the Government to procurement of any equipment.
