This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued.RFQ97P-18 is issued as a request for quotation (RFQ). The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 90-32. The Library of Congress has a requirement to purchase the following high-quality photographic reproduction services. The contractor shall provide in a short turn-around time, off-site photographic reproduction from negatives of collection items including reproductions from copy negatives (b/w and color), original safety negatives, nitrate negatives, transparencies and slides (b/w and color). The films vary in size (i.e. standard to nonstandard sizes) and in condition (i.e. poor, average, good, or excellent).Final product of off-site reproductions shall be primarily b/w 8" x 10" RC glossy prints and others,such as duplicate transparencies and slides (b/w and color), and color prints in various sizes; processing of color transparencies, color slides, and b/w negatives. Also contractor shall provide on-site photographic services on an as-needed basis of copy camera work including photographs (b/w and color), bound albums and books, maps, genealogical charts, blue prints, drawings, music scores, scrapbooks, newspapers, bound periodicals, portions of books, color materials, continuous tone items, and handwritten documents, during the hours of 6:30 a.m. to 3:00 p.m., Mon.thru Fri., in the Library of Congress Photographic laboratory located in the John Adams Building, Washington, D.C. Multiple contracts may be awarded. The following provisions apply to this acquisition: 52.212-1, Instructions to Offerors -- Commercial and 52.212-4, Contract Terms and Conditions-Commercial Items (under this clause the following clauses have been modified by the Library of Congress, 52.233-1, Disputes, and 52.232-25, Prompt Payments. These clauses shall be available upon written request). Offerors shall include a completed copy of the provision at 52.212-3, Offeror Representations and Certifications -- Commercial Items with its offer. The clause 52.212-5, Contract Terms and Conditions Required To Implement Statutes Or Executive Orders -- Commercial Items, applies to this acquisition (under this clause the following clauses have been modified by the Library of Congress, 52.223-3, Convict Labor and 52.215-2, Audit and Records -- Negotiation. These clauses shall be available upon written request). The following clauses are also applicable: 52.222-26, Equal Opportunity; 52.222-35, Affirmative Action for Special Disabled and Vietnam Era Veterans; and 52.222-36, Affirmative Action for Handicapped Workers. It is impracticable to distribute the applicable On-Site Performance/Personnel requirements with this notice. This document may be obtained upon written request.
