the government of the United States and the Republic of Korea. Foreign
Military Sales (FMS) Case KS-D-DCU, the Directorate of International
Programs of the Air Force Materiel Command's (AFMC's) Electronic
Systems Center (ESC) plans to acquire six (6) AN/GRC-171D(V)4 Radio
Sets and the following 18 related items: (1) six Antenna, (2) 300 feet
of Coaxial Cable, (3) 300 feet of Remote Control Cable, (4) six
Handsets, (5) twelve Antenna & PA Connectors, (6) four Amplifiers, (7)
four Amplifier Mounts, (8) four Push-To-Talk Delay Panels, (9) four RF
Attenuators, (10) four Amplifier Connectors, (11) four Type N(M)
Connectors, (12) four Type N(F) Connectors, (13) 24 Feet of Cable for
HPA, (14) four Type N Connectors, (15) four Type TNC Connectors, (16)
24 feet of RG-400/U Cable, (17) 2 years of concurrent on board spares,
(18) six AN/GRC-171D(V)4 operator manuals. The existing equipment is
produced by Rockwell Defense Electronics, Collins Avionics &
Communications Division, 350 Collins Road NE., Cedar Rapids, Iowa
52498. ESC plans to issue a solicitation no later than Jun 1997 for 6
Radio Systems and related equipment. Any responsible source which
believes it can meet the Government's requirements must submit a
qualification package not to exceed 10 pages, describing how they can
provide 6 AN/GRC-171D(V)4 radio systems, or equivalents. Provide full
details of the specifications and the capabilities of the proposed
systems and the ancillary equipment. Detail the capability of the
company to meet this requirement and the time frame this can be
accomplished. ESC/IA intends to award one contract for the entire
procurement, to one contractor. Any information submitted in response
to this notice will be considered and will be evaluated without
prejudice. No telephone inquiries or responses will be accepted.
Interested parties shall submit their requests and information to
ESC/IAK, ATTN: Peter J. Izzo, 50 Griffiss Street, Hanscom AFB, MA
01731-1618 within 15 days of this notification. This synopsis is for
information and planning purposes only and does not constitute an
Invitation for Bid or Request for Proposal and is not to be construed
as a commitment by the Government. An Ombudsman has been appointed to
hear concerns from offerors or potential offerors during the proposal
development phase of the acquisition. The purpose of the Ombudsman is
not to diminish the authority of the program director, but to
communicate contractor concerns, issues, disagreements and
recommendations to the appropriate Government personnel. When
requested, the Ombudsman will maintain strict confidentiality as to the
source of the concern. The Ombudsman does not participate in the
evaluation of proposals or in the source selection process. Interested
