63 -- TECHNICAL TRAINING BASE (TTB) AND NUCLEAR WEAPONS STORAGE SITE SECURITY ENHANCEMENTS SOL DSWA01-97-R-0027 POC Jennifer Bertuna, Negotiator, (703) 325-9368, Edward L. Archer, Contracting Officer, (703) 325-5028. The Defense Special Weapons Agency (DSWA) plans to issue an RFP for a contractor possessing the capability to undertake a security systems project. The project is expected to be a multi-year effort that will entail the provision of equipment, materials, services and training. The offeror or offering team must possess extensive team expertise in the following inclusive areas: physical security systems hardware and software engineering and design; internal and external electronic sensor systems; protective barriers such as security fencing, vehicle barriers and personnel barriers; access control; non-lethal technologies; computerized command, control, and annunciator systems; closed circuit TV (CCTV); intra-site communications; related safety technologies such as fire control equipment; storage structure door, locking, and intrusion detection systems (IDS); personnel, package, and vehicle screening entry control systems; and guard force equipment and training. The offeror must have experience in the design and installation of security systems for the protection of critical government assets. The following Russian firms have already been cleared by the MOD to produce equipment in support of this requirement: Plant Molniya, NIKIREHT, Start Amalgamation, Tenzor Plant, MP "Dedal", NPF, "Alfa Pribor", and AO "Terna". The offeror would be required to design, prepare, equip, and ensure operation of a Technical Training Base (TTB)/testbed at a Russian MOD field facility. The offeror would procure samples of security and safety technologies and systems and then use the TTB to integrate, demonstrate, and test sample equipment, support MOD to develop security and safety equipment configurations; receive, assemble, store, and transfer to MOD security and safety equipment procured by various means for use at appropriate facilities; and train selected MOD personnel on the operation and maintenance of new security and safety equipment and systems. DSWA WILL NOT SEND AN RFP TO THOSE PARTIES NOT MEETING THE EXTENSIVE EXPERIENCE IN THE SECURITY ENHANCEMENT AREAS LISTED ABOVE. Request for RFP package and capability statement demonstrating experience must be submitted to DSWA by 28 Apr 97. Credentials should include: type of previous contracts, performance period, description of work performed, and customer point of contact with phone number. Information as to current facility security clearance, if any, should be included.
