combined synopsis/solicitation for commercial items prepared in
accordance with the format in Federal Acquisition Regulation Subpart
12.6, as supplemented with additional information included in this
notice. This announcement constitutes the only solicitation; proposals
are being requested and a written solicitation will not be issued.
This solicitation, N00014-97-R-JR03 is issued as a request for proposal
(RFP) for the following Contract Line Item Numbers (CLIN). CLIN (1):
The Naval Research Laboratory (NRL) has a requirement for a gas
chromatograph (GC) isotope ratio mass spectrometer (IRMS) capable of
determining isotope ratios of carbon, nitrogen, oxygen and sulfur. The
IRMS system shall meet or exceed the following: mass range of 10 to 70
molecular weight; resolution for all collectors of M/DM > 90% and
10% valley definition; a stable and linear electron impact ion source
demonstrated by voltage response curves for GC injections of standard
gas (CO2) over a range of 1.0 to 10 nmole with linearity of better that
0.3 ppt., and; absolute sensitivity of the ion source shall be equal to
or greater than 1 mass 44 ion per 1500 molecules of CO2 with a He
carrier gas stream. The GC-IRMS hardware standards shall meet or exceed
the following: combustion interface for compound specific isotope
analysis; auto sampler for injection of liquids and gases; insulated or
heated valves, connections, and tubing to avoid condensation of the
sample at "cold spots"; ultra-high vacuum conditions achieved with high
speed, high capacity turbomolecular pumps, true differential pumping
system for use with carrier gas, fail-safe interlocking vacuum for
protection against power failure or vacuum breakdown, and pressure
gauges for forevacuum and high vacuum; stigmatic focusing achieving
100% transmission in the Z-direction; Faraday cup configuration for
determination of stable isotope ratios of C, N, 0, and the potential
for S isotopes; electromagnet for rapid switching between masses; and,
inert metal seals (i.e., gold) for rapid switching between analysis of
high (> 1 at % excess) and low (< 0.1 at % excess) enrichments.
Peripheral requirements shall meet or exceed the following: integrated
computer automation and software; 32 megabytes random access memory;
multi-tasking operating system with high resolution color graphics,
system control, data acquisition, and data processing and editing both
off-line and during data acquisition; and, 2 gigabyte hard drive for
software and data storage, and a tape backup system. The required
delivery schedule is 90 days from date of contract award. CLIN (2):
Installation. Upon delivery at the designated destination set forth
above, the contractor shall provide complete installation of all
equipment hardware and software, into a fully functional and operating
unit. The contractor shall provide complete and detailed descriptions
of all pre-installation requirements for NRL, including the area of
power supply. CLIN (3):Training. The contractor shall provide on-site
operation and maintenance training of three individuals designated by
the Government. Training shall be for a minimum of two work days. CLIN
(4): Documentation. All equipment hardware shall be accompanied with
documents to describe the operating and maintenance procedures. CLIN
(5): Warranty. The contractor shall provide at least the same
commercial warranty terms it offers to the general public in its
customary commercial practices. The warranty shall be a minimum one
year warranty on the IRMS system, including parts and on-site labor.
Such warranty shall begin on the date of acceptance by the Government
of a fully installed, functional and operating unit. The required
delivery schedule is ninety (90) days from date of contract award.
Delivery and acceptance shall be NRL, 4555 Overlook Ave, SW,
Washington, DC. FOB Destination. The incorporated provisions and
clauses of this acquisition are those in effect for Federal Acquisition
Regulation (FAR) through Federal Acquisition Circular 90-45 and for
Defense Federal Acquisition Regulation Supplement (DFARS) through
Defense Acquisition Circular 91-11. The FAR and DFARS clauses cited
herein are incorporated by reference into this solicitation. Offerors
are advised to propose in accordance with the provision of FAR
52.212-1, Instructions to Offerors-Commercial Items. Offerors are
advised to include with their offer a completed copy of the following
provisions: FAR 52.212-3, Offeror Representations and
Certifications-Commercial Items; DFARS 252.212-7000 Offeror
Representations and Certifications- Commercial Items; and DFARS
252.225-7000, Buy American Act-Balance of Payments Program Certificate.
Offerors will be evaluated in accordance with FAR 52.212-2, Evaluation
of-Commercial Items. The specific evaluation criteria under paragraph
(a) of FAR 52.212-2 are: (1) technical capability of the item offered
to meet NRL's need (2) past-performance (3) price. Technical and past
performance, when combined, are of significantly more important than
price. The following FAR clauses apply to this acquisition: FAR
52.215-43, Audit-Commercial Items; FAR 52.212-4, Contract Terms and
Conditions-Commercial Items; FAR 52.212-5, Contract Terms and
Conditions Required to Implement Statutes or Executive
Orders-Commercial Items. The additional clauses cited under FAR
52.232-5 that are applicable to this acquisition are: FAR 52.203-6; FAR
52.203-10; FAR 52.219-8; FAR 52.222-26; FAR 52.222-35; FAR 52.222-36;
FAR 52.222-37; FAR 52.225-18; and, FAR 52.247-64. The clauses at DFARS
252.212-7001, Contract Terms and Conditions Required to Implement
Statutes Applicable to Defense Acquisitions of Commercial Items, apply
to this acquisition. The additional clauses cited under DFARS
252.212.7001 that are applicable to this acquisition are: DFARS
252.225-7001 and DFARS 252.223-7000. Any contract awarded as a result
of this solicitation will be a DO Rated Order certified for national
use under the Defense Priorities and Allocations System (DPAS) (15 CFR
700). Note 1 applies. Offers must be delivered to Contracting Officer,

Ave., SW. Washington, DC 20375-5326 and received no later than 4:00
P.M. EST on 16 May 1997. The package should be marked: RFP
