617-377-5730. The Government intends to award a sole source contract
for the test, integration and installation of a modified version of the
E-8 JSTARS Maintenance Trainer to replace the AN/APY1-T1 Radar
Maintenance Training Set (RMTS) for the U.S. Air Force to AAI
Corporation (York Road and Industry Lane, Cockeyville, MD 21030). This
modified trainer will be known as the SRTS and will be used to train
Airborne Warning and Control System (AWACS) radar operations and
maintenance personnel in the operation and maintenance of the [E-3]
Radar System Improvement Program (RSIP) modified radar system.
Statutory authority for award of this contract is 10 U.S.C. 2304 (d)
(1) (b) as implemented by FAR 6.302-1 (a), (2) (ii) "Only One
Responsible Source". This rationale is based on extensive R&D cost
(over $11M) invested by the Government in the E-8 JSTARS Maintenance
Trainer which shares over 90% of approximately 108,000 lines of ADA
code with the SRTS. Contract award is anticipated in January 1998. The
SRTS shall support instruction to both basic skill (3-level using a
procedural approach) and advanced skill (5/7-level using a state driven
approach). It will include 16 student work stations, two instructor
consoles, three simware development consoles, two graphic work
stations, two mock-ups and a logistics support package. The first two
student work stations and the simware development stations are required
for delivery by July 1999. Due to the extensive E-3/E-8 trainer
commonality it is considered that only AAI has the requisite technical
expertise and inherent resources to accomplish this effort within
budget and on schedule. Any interested parties who desire and so
request a copy of the solicitation will be provided with one and that
any proposals submitted will be evaluated without prejudice. See
