combined synopsis/solicitation for commercial items prepared in
accordance with the format in FAR Subpart 12.6, as supplemented with
additional information included in this notice. This announcement
constitutes the only solicitation; offers are being requested and a
written solicitation will not be issued. This notice is being issued as
a Request for Offers (RFO) for: Item 1: Rene 108 27,600 pounds provided
as follows: 4.25 inch +/- 1/8 inch ingots of nominal 36 inch lengths
meeting General Electric Aircraft Engine B50TF262 specifications.
Furnished with certified mill documentation showing the composition,
tensile properties and history of the material. Item 2: Inconnel 939
42,000 pounds provided as follows: 4.25 inch +/- 1/8 inch ingots of
nominal 36 inch lengths meeting Pratt & Whitney PWA 1495A
specifications. Furnished with certified mill documentation showing the
composition, tensile properties and history of the material. Item 3:
Inconnel 718 49,000 pounds provided as follows: 4.25 inch +/- 1/8 inch
ingots of nominal 36 inch lengths meeting AMS 5383D specifications.
Furnished with certified mill documentation showing the composition,
tensile properties and history of the material. This procurement is
being conducted under the NASA MidRange Pilot Test Program approved by
the Office of Federal Procurement Policy. The provisions and clauses
in the RFO are those in effect through FAC 90-45. This procurement is
a total small business set-aside. The SIC code and the small business
size standard for this procurement are 3449, 500 respectively. The
offeror shall state in their offer their size status for this
procurement. All responsible business sources may submit an offer which
shall be considered by the agency. Delivery to NASA Lewis Research
Center is required within 140 days ARO (Not later than September 1,
1997 with an award by 5/15/97). Delivery shall be FOB Destination. The
DPAS rating for this procurement is DO-C9. Offers for the items(s)
described above may be mailed or faxed to the identified point of
contact and include, solicitation number, FOB destination to this
Center, proposed delivery schedule, discount/payment terms, warranty
duration (if applicable), taxpayer identification number (TIN),
identification of any special commercial terms, and be signed by an
authorized company representative. Offerors are encouraged to use the
Standard Form 1449, Solicitation/Contract/Order for Commercial Items
form found at URL:

offer. Offerors shall provide the information required by FAR 52.212-1.
Addenda to FAR 52.212-1 are as follows: (h) Multiple Awards: Offerors
may submit an offer for one item or for multiple items. All items shall
be price separately. See 52.212-2 below. If the end product(s) offered
is other than domestic end product(s) as defined in the clause
entitled "Buy American Act -- Supplies," the offeror shall so state and
shall list the country of origin. The Representations and
Certifications required by FAR 52.2l2-3 (which may be obtained via the

required from the successful offeror(s) prior to award. FAR 52.212-4 is

Vessels. Questions regarding this acquisition must be submitted in
writing no later than April 21, 1997. Offers are due by close of
business on April 30, 1997 to the address and identified point of
contact specified above. Selection and award will be in accordance with
FAR 52.212-2 with the following evaluation factors: 1)technical ability
of the offeror to furnish the required item(s), 2) technical plan to
meet the delivery schedule, i.e. deliver on or before September 1,
1997, 3) past performance. Technical and past performance, when
combined, are substantially equal to price. Technical acceptability
will be determined by information submitted by the offeror as follows:
The Offeror shall furnish with their offer a description in sufficient
detail to show that the product offered meets the Government's
requirement, their ability as a manufacturor or distributor to deliver
the product on time and at least 3 sources (Government or private
industry) with phone numbers, point of contact and purchase
order/contracts number of orders for the same type of material
delivered within the last 12 months. Each item (item 1, 2, and 3) will
be evaluated separately for award purposes and multiple awards may be
made based on the above evaluation factors and price for that item. An
ombudsman has been appointed -- See Note "B". Prospective offerors
shall notify this office of their intent to submit an offer. It is the
offeror's responsibility to monitor this site for the release of
amendments (if any). Potential offerors will be responsible for
downloading their own copy of this combination synopsis/solicitation
and amendments (if any). Hard copies are not available; however, the
closing date is as stated in this combination synopsis/solicitation,
