Agency has a requirement for regulatory and programmatic support for
the ambient air monitoring activities. The successful offeror will
provide technical assistance to support the ambient air monitoring and
related quality assurance program, including the development of
reports relating to ambient air monitoring, the completion of ambient
air monitoring network assessments, the development and revision of EPA
guidance documentation and technical reports, the development of
training materials and workshops on ambient air monitoring, the
evaluation of new ambient air monitoring technologies, the analysis of
ambient air quality data as needed to support program objectives, and
the performance of long-term and short-term ambient air monitoring
field studies. Specific qualifications desired include: 1) knowledge of
pollutant formation, accumulation, dispersion, and transport for both
primarily and secondarily formed air pollutants; 2) familiarity with
ambient air monitoring network designs, reference and equivalent
methods, experimental measurement techniques, and laboratory analyses;
3) experience with the EPA's computer data bases for ambient air
quality and emissions data (the Aerometric Information Retrieval System
(AIRS); 4) familiarity with the Code of Federal Regulations Chapter 40
Parts 50, 53, and 58 relating to the National Ambient Air Quality
Standards, ambient air monitoring, quality assurance, and the federal
reference and equivalency methods program; 5) familiarity with the
quality assurance issues that are associated with ambient air
monitoring; and 6) experience with the Air Monitoring Technology
Information Center (AMTIC), U.S. EPA's World Wide Web Internet sites,
and familiarity with the technical operation of such electronic
bulletin board and Internet Systems. EPA anticipates the award of a
cost-plus-fixed-fee level of effort type contract for a total of 28,500
labor hours consisting of a base requirement of 5,700 labor hours. In
addition, the contract will allowfor four twelve-month options for
5,700 labor hours each. SIC No. 8748 applies; size standard of $5M in
average annual receipts over the last three years. RFP will be issued
approximately 5/21/97 under full and open competition. Proposals will
be due thirty (30) days after the RFP issuance date. The solicitation
and amendments will be available via the Internet World Wide Web at
http://www.epa.gov/oam/rtp_cmd. Firms are encouraged to access the
solicitation and amendments via Internet. If you will be obtaining a
copy of the solicitation via Internet, it will be your responsibility
to frequently check the same site where the solicitation is posted for
any amendments. However, firms who do not have the capability to
obtain the solicitation from Internet, may submit a written request for
a diskette with the solicitation in WordPerfect 6.1 format from the
contact point at the address above. If you request a diskette of the
solicitation, you will receive amendments by mail, unless you notify us
otherwise.Telephone and fax requests will not be honored. Only one copy
shall be sent to a corporate entity, regardless of the number of
requests from one or more different geographic locations. A copy of the
preliminary source list will be issued to all prospective offerors
along with the solicitation. All responsible sources may submit a
proposal which shall be considered by the Agency. See Numbered Note 26.
