Indefinite Delivery Contract (IDC) for A/E services for various
engineering projects. Project design for U.S. Coast Guard Facilities
located in the western U.S., Alaska, and Pacific Islands. Work tasks
consist primarily of design of buildings and waterfront structures but
support services may be tasked. Design teams must have the following
representation: architect, civil, structural, mechanical, electrical,
landscape, geotechnical, coastal and environmental engineer, estimator
and hazardous material specialist. Estimated individual construction
costs of projects vary. Individual contract tasks will not exceed
$200K. This proposed procurement will result in an IDC to be in effect
for a period of one year with an option for an additional year. TWO
contracts will be issued. Each contract has a potential value of $500K
each year, with a minimum guarantee of $5,000.00. Qualified firms
desiring consideration must submit one copy of SF254 and SF255 by 19
May 1997 4PM. Evaluation criteria, in descending orderof importance, is
as follows: 1) Professional qualifications relative to work of firms
staff and consultants. 2) Experience of firms in wide range of work to
include volume of federal government work. 3) Past record of
performance, capacity and capability of firm to accomplish work in
required time. 4) Organization and Management. 5) Proximity to FDCC
PAC. 6) Demonstrated success in prescribing the use of recovered
materials and achieving waste reduction and energy efficiency in
facility design. 7) Minority Women Ownership and Employment (firms must
show percentage of minority/women employees in all job classifications
and pay scales including principle firm and subconsultants). The

Transportation (DOT) Office of Small and Disadvantaged Business
Utilization (OSDBU), has programs to assist minority, women-owned, and
disadvantaged business enterprises to acquire short-term working
capital assistance for transportation related contracts. Loans are
available under the DOT Short-Term Lending Program (STLP) at prime
interest rates to provide accounts receivable financing. The maximum
line of credit is $500,000. For further information and applicable
