Synopsis. This is not a solicitation but a market survey to determine
the potential sources to provide logistic support for 33 AN/TRN-45 (NSN
5825-013269749), Mobile Microwave Landing Systems (MMLS). The Air Force
anticipates the issuance of a contract for one base year and four
one-year options. The MMLS is a portable, ground based, microwave
transmitter that provides a precision approach and landing capability
for Microwave Landing System (MLS) equipped aircraft operating under
adverse conditions including inclement weather and hostile
environments. A Level II procurement drawing package with engineering
changes will be available. The Government plans to furnish the initial
spare parts inventory to be maintained by the contractor. Interested
firms should include the company name, address, CAGE code, a point of
contact, size of business (i.e. large business, small business, small
disadvantaged business, 8 (a) concern, small women-owned business), U.
S. or foreign owned entity in their response. In addition, any
responses shall address a firm's capabilities to perform the following
tasks and meet these specific criteria: 1) Provide CLS beginning no
later than 1 October 1998. 2) Have or be able to acquire MLS
experience, and perform the supply/support and repair functions on Air
Force equipment. 3) Provide on-call technical support for fault
isolation diagnostics, MMLS installation problems and supply/support
activities. 4) Provide MMLS training classes at remote locations. 5)
Prescreen incoming failed MMLS items to test, isolate, and verify
failure. 6) Possess or have access to an indoor and outdoor antenna
range. 7) Repair, maintain and modify MMLS hardware/software. 8)
Maintain spare parts inventory in a bonded storage area and records of
the supply/support actions. 9) Expedite replenishment for critical
failure items on operationally deployed MMLS systems at worldwide
locations. 10) Provide normal replenishment for non-critical failure
items on operationally deployed MMLS systems. 11) Replenish spare parts
inventory after repair of failed item. 12) Plan, budget and track the
above identified tasks. 13) Provide the Government with a monthly
status report of all actions taken pertaining to the supply/support and
repair of the MMLS. Optional tasks may include: a) Transition
supply/support to Government including updating reprocurement data. b)
Incorporate Government approved design changes for the MMLS hardware
and software. Submit statement of qualifications, along with supporting
documentation to: ESC/TGK, 11 Eglin Street, Hanscom AFB, MA 01731-2120,
Attn: Ms Gail Oliver or via electronic transmission to:
emmonsj@hanscom.af.mil. Responses must be received no later than 30
days after the date of this publication and should not exceed ten (10)
pages on 8 1/2 X 11 inch paper with type no smaller than 10 pitch.
Also, firms should indicate whether they would be interested in
receiving a draft Request For Proposal (RFP), should the Government
elect to issue such a document prior to the release of the formal RFP.
An Ombudsman has been appointed to hear concerns from offerors or
potential offerors during the proposal and proposal development phase
of this acquisition. The purpose of the Ombudsman is not to diminish
the authority of the program director or contracting officer, but to
communicate contractor concerns, issues, disagreements, and
recommendations to the appropriate Government personnel. When
requested, the Ombudsman will maintain strict confidentiality as to the
source of the concern. Ombudsman do not participate in the evaluation
of responses, source selection, or formulation of acquisition strategy.

contacted only with issues or problems that have previously been
brought to the attention of the program manager and/or the contracting
officer and could not be satisfactorily resolved at that level. Again,
this synopsis is for information and planning purposes only, and does
not constitute an Invitation For Bid or RFP, nor does its issuance
restrict the Government as to the ultimate acquisition approach.
