This procurement is unrestricted. The Standard Industrial Classification (SIC) Code is 8733. The size standard is $5 million. The work shall include the following: development and preparation of a Programmatic Agreement (PA) and a Historic and Archaeological Resource Protection (HARP) Plan for the Naval Surface Warfare Center, Indian Head Division (NSWC-IH), Indian Head, Maryland. The contractor will provide professional cultural resources expertise to the Navy in developing and negotiating a PA and HARP Plan for the Installation that is acceptable to NSWC-IH and cultural resource regulators. Contractor personnel must have appropriate qualifications as identified in the Secretary of the Interior's Standards 48 CFR 44739. Two contractor personnel, an Architectural Historian and an Archaeologist, will be required to attend Installation strategy sessions and negotiation meetings with regulatory agency representatives. These individuals must have first hand knowledge and experience in working with the Maryland Historical Trust, military architecture and history, and associated cultural resources regulations and guidance. To that extent, the contractor must be knowledgeable of the history of the surrounding area, the architectural significance of the Navy/Military structures, landscape architecture, Native American consultation and dispute resolution, local archaeology, and proficient in dealing with Federal and Maryland cultural resource representatives, laws, and regulations. All cultural resource services shall be performed in compliance with the National Historic Preservation Act of 1966, as amended, Executive Order 11593, the Archaeological Resource Protection Act of 1979, the Archaeological and Historic Preservation Act of 1974, the Native American Graves Protection and Repatriation Act of 1990 and the National Environmental Policy Act of 1969. Additionally, the following implementing Code of Federal Regulations shall be adhered to: 43 CFR 7, 36 CFR 60, 36 CFR 61, 36 CFR 8000, and 36 CFR 78. In particular, the contractor must have personnel who met the professional qualifications of 36 CFR 61. Additionally, appropriate State laws and regulations and Navy policies governing cultural resources management shall be taken into account. The date for issuing of the quotation package is 15 April 1997. Quotes are due by 24 April 1997 at 2:00 pm local time. This is not a public bid opening. This is a simplified acquisition and shall not exceed $100,000. (0104)
