Specialist, JOHNSON, ANNETTE, 202-305-7280 This is a combined
synopsis/soliciation for commerical items prepared in accordance with
the format FAR Subpart 12.6, as supplemented with additional
information included in this notice. This announcement constitutes the
only soliciations; proposals are being requested and a written
solicitation will not be issued. UNICOR requests proposals for a Lens
Generator/to grind optical lenses to the desired prescription.
Solicitaion Number is 1PI-R-0755-97 and this solicitations is issued as
a Request for Proposal (RFP). The solicitation document and
incorporated provision and clauses are those in effect through Federal
Acquisition Circular (FAC) 90-45. The Standard Industrial Code is 3621
and business size is 1,000 employees. Contract Line Item 0001, quantity
is one (1) unit of issue (each). Model RSA #D7-0001-BUOL Lens Generator
-- Specifications: The items must be able to (1) cut CR-39,
Polycarbonate and High-Index Lenses Totally Free of Elliptical Error.
(2) Calculate the surfacing toll path for the Lens and/or exact
matching lap. Increase throughput through automatic cribbing and pin
beceling. (3) Be capable of full job overlap and lens cribbing. (4) Cut
base curves ranging from +8 through plano to -20 Diopters in .01
Diopter increments. Must generate cross curves to 10 Diopters. (5) Cut
prism up to 10 Diopters without prism marking, blocking or rings. (6)
Generate Lenses up to 90mm in Diameter and 20mm in thickness. (7)
Allow for single-step fining. (8) Must interface with BRC Computer
Software (Formerly CMSI). (9) Operate on 22OV A/C. (10) Have an
attached Dust Collector System. (11) Be user and environmentally
friendly. Bidders will be required to provide Descriptive Literature to
demonstrate how their equipment will conform to our specifications.
Installation and Supervised training are to be included in pricing.
This is an "ALL OR NONE" solicitation/award. A contract will be awarded
to the offeror who submits the lowest aggregate offer. A Firm- Fixed
Price definite Delivery Definite Quantity Type contract is anticipated.
Place of performance is F.O.B Destination, UNICOR, Federal Correctional
Industries, P.O. Box 1000, Old Highway 75, Butner, NC 27509-1000.
Delivery will be made sixty (60) days after award of contract. The
provision of FAR 52.212-1, Instructionto Offerors-Commercial, applies
to this acquisition. Clause 52.212-2, Evaluation-Commercial Items is
applicable. Evaluation procedure is: Delivery and Price. The Govrnment
reserves the right to make award on initial offer received, without
discussions. Offerors shall submit signed and dated offers, either on
a SF33, SF1449, or Letterhead Stationaly to Federal Prison Industries,
Inc., 320 First Street, NW, ATTN: Bid custodian, Washington, DC
20534-0001. Overnight and Federal Express Mail to 400 First St., NW,
Attn: Bid Custodian, 7th Floor, Washington, DC 20534-0001. Facsimile
offers are acceptable to (202) 305-7363 or 7365. Clause 52.215-18,
Facsimile Proposals is applicable. Offers must be received by 2:00 p.m.
May 2, 1997 and indicate name, address, telephone of bidder, technical
description of the item being offered in sufficient detail to evaluate
compliance with the requirements in the solicitation, price and any
discount terms, remit to address if different than mailing address, a
complete copy of representations and certification at FAR 52.212-3,
Offer Representations and Certifications-Commerical Items;
acknowledgement of all amendments if applicable. Offeror must hold
prices firm in its offer for 30 calendar days from the date specified
for receipt. If offer is not submitted on a SF33 or SF1449, a statement
specifying the extent of agreement with terms, conditions, and
provisions included in the soliciation. All offers that fail to furnish
required representations and certifications of information or reject
the terms and conditions of the solicitation may be excluded from
consideration. Clause 52.212-4, Contract Terms and

a offer after its receipt unless a written notice or withdrawal is
