This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. The solicitation number is N66001-97-R-5042, and the solicitation is being issued as a request for proposal (RFP). The Department of the Navy, Naval Command, Control and Ocean Surveillance Center, Research, Development, Test and Evaluation Division (NCCOSC RDTE DIV), San Diego, CA, intends to award a SOLE SOURCE Firm-Fixed Price type contract to The Concorde Group, Ltd., 229 Binney Street, Cambridge, MA 02142, as the required supplies appear to be available from only one responsible source, and no other type of supplies will satisfy agency requirements. The provisions and clauses of the solicitation are those in effect through Federal Acquisition Circular 90-45 of January 2, 1997. The Standard Industrial Classification Code and Small Business Size Standard is 3571 and 1,000 employees. The solicitation closing date is 9 May 1997 at 10:00 am. Award will be made to the responsible offeror whose offer, conforming to the solicitation, will be most advantageous to the Government, price, technical capability, and past performance of the offeror considered. The requirement is for spare parts in support of the AN/WLQ-4(V)1 ESM system currently installed aboard Navy submarines. The ESM system requires a SUN 4E60 CPU, modified to meet the requirements of the AN/WLQ-4(V)1 system. This procurement is for replacement spares of the circuit cards, as follows: 10 each, PL06-1916141-2, Circuit Card Assembly; 20 each, PL06-1916209-3, Circuit Card Assembly; 10 each PL06-1916209-4, Circuit Card Assembly; to include fabrication, delivery, and final acceptance testing at NCCOSC, RDTE DIV, 53570 Silvergate Ave., San Diego, CA 92152. In addition to having the necessary supply of SUN 4E CPU's, it is further required thatthe offeror have the capability to produce these circuit assemblies. Deliverables in support of the contract are as follows: 1) "Contractor's Progress, Status, and Management Report," Data Item Description (DID) #DI-MGMT-80227, not later than 30 days after contract award and monthly thereafter; and 2) "Test/Inspection Reports," DID #DI-NDTE-80809A, not later than one week prior to delivery of the Circuit Card Assemblies, for all tests accomplished during the performance of the contract. It is impracticable to distribute the applicable drawings for modification of the cards with the solicitation.
