Environmental Protection Agency's (USEPA) National Health and
Environmental Effects Research Laboratory -- Western Ecology Division
(NHEERL -- WED) requires a fully integrated, personal computer (PC) --
controlled gamma-ray spectrometry system for the analysis of low-level
naturally occurring or anthropogenic gamma-ray emitting radionuclides.
The system shall interface a liquid nitrogen cooled high purity
germanium gamma-ray detector, in a low background lead shield with a
copper/tin or equivalent graded liner, appropriate preamplifier, and
associated electronics with a Multichannel Analyzer of at least 8,000
channels, PC computer with interface and all necessary cables, and a
PC- based data acquisition and analysis system with state-of-the-art
software for command and control of the gamma ray spectrometer plus
data acquisition and reduction including calibration, background
subtraction, deconvolution of overlapping photopeaks, and radionuclide
identification via an internal radionuclide library. The proposed
acquisition will be processed as a Request for Quotation (RFQ), using
FAR Part 12 -- Commercial Item procedures. Installation of the complete
system shall be provided within 30 days of delivery of the system to
USEPA, Corvallis, OR. The contractor shall be required to provide
training as specified in the solicitation within 180 days after
installation. Delivery is anticipated to be within 90 calendar days
after contract award. It is anticipated that the Standard Commercial
Item Warranty will be sufficient. However, all terms and conditions
shall be a one (1) year warranty policy. All responsible sources may
submit a quotation which shall be considered by USEPA. All requests for
the RFQ must in writing. No telephone requests will be accepted.
