Officer is J. Fackenthal. The Naval Air Warfare Center Aircraft
Division Lakehurst (NAWCADLKE) intends to procure one (1) each a Solar
Radiation/Enviromental Test Facility. The specification states the
requirements for a system that shall consist of two active chambers
(hot/cold temperature and humidity) and an ambient chamber. The two
active chambers shall be capable of independent operation as well as
thermal shock operation. The system shall consist of the following
equipment capabilities and services: a. The system shall be supplied as
a fully operational TURN-KEY system with commercially available sub
systems and shall include installation, power-up and training by the
vendor. Complete installation and interconnection of the system at
NAWCADLKE shall be performed by the contractor to include delivery and
placement of the system in the designated area; electrical connection
to the Government supplied electrical panel, cooling water and
compressed air utilities needed for operation of the system. b. The
facility shall consist of two active chambers and an ambient chamber
configured in a horizontal mode mounted on a common base, with all
required controls and recording instruments and sensors. Each of the
two active chambers shall be designed so that they can operate
independently within its specification. In addition the system shall
operate as a thermal shock providing direct and automatic specimen
hot/cold transfer. System configuration shall be as follows: (1)
Chamber #1 with cold/hot/humidity and Infra Red radiation capability.
This chamber shall be considered the hot chamber for thermal shock; it
shall contain sufficient heating capability to satisfy the thermal
shock heating as well as heating/defrost capability when used in the
stand-alone temperature/humidity mode. Quartz Halogen radiators for the
infra-red spectrum shall also be provided for this chamber for use in
the stand-alone mode. (2) Chamber #2, ambient chamber (center) for use
in thermal shock mode and for storing traveling basket. (3) Chamber #3
with cold/hot/humidity capability similar to chamber #1. This chamber
shall also be provided with a liquid nitrogen (LN2) boost cooling
system for thermal shock operation to permit specified recovery time
requirements that can not be handled by mechanical refrigeration system
alone. c. Complete maintenance and operating documentation shall be
provided. d. A minimum of eight man-hours of on-site training of
Government personnel in the proper use of the equipment shall be
provided. e. Submit an "Acceptance Test Procedure" for review 60 days
after award of contract. f. Perform the acceptance testing after
installation of the system in accordance with an approved "Acceptance
Test Procedure". g. Inform the Government in writing within 60 days
after contract award of the following: (1) Electrical current
requirements for the 3 phase 460 volt service. (2) Volume of coolant
water required and anticipated water temperature rise. (3) Furnish a
general layout drawing which will include utility requirements, overall
dimensions of equipment, connecting points for utilities. h. Complete
the entire task within 150 days after contract award. Request copies in
