The Dahlgren Division of the Naval Surface Warfare Center, Dahlgren, VA is soliciting proposals on a sole source/brand name only basis, for a fixed price contract for Digital Acqusition Boards (DAQ) (23 multi-function PCI boards and 23 multi-function Analog and Digital I/O cards.) The boards being procured are manufactured by National Instruments, p/n AT-MIO-16DE-10 and PCI-MIO-16E-4. These boards are needed in support of the Air Base/Port Biodetection Advanced Concept technology Demonstration (ACTD) Program. This program is a rapid development and deployment program designed to provide a biological agent detection network to U.S. warfighters in a timely manner. The ACTD sensor is composed of a number of sub-units which are controlled by a sensor computer system. These ACTD sensors are then networked together via radio-modem communications to a centralized network control computer system. Each sub-components of the ACTD sensor was selected after a rigorous test and analysis time period culminating in several field trials of the sensor network. The ACTD Biodetection sensor requires two (2) different Digital Acquisition Boards (DAQ) to function properly. The PCI-MIO-16E-4 board is used to control digitally and receive and convert analog data from the in-house developed sensor detector subcomponent. The AT-MIO-16DE-10 board is used to control numberous valves and on-board diagnostics within the sensor. The specifications for each are as follows: PCI-MIO-16E-4; quantity 23 each; boards must include DAQ DOS/Windows Libraries, 16 single-ended inputs, 8 differential inputs, 250 kilosamples/second sampling rate, 12-bit resolution, gains must be channel independent, must be software calibratable, gains 1, 2, 5, 10, 20, 50, 100; ranges plus or minus 10, plus or minus 5, 0 to 10 volts, 2 analog output channels, 12 bit resolution, 8 TTL digital I/O lines. AT-MIO-16DE-10, quantity 23 each, boards must include DAQ DOS/Windows drivers, 16 single ended inputs, 8 differential inputs, 100 kilosamples/second sampling rate, gains must be channel independent, must be software calibratable, 32 TTL digital I/O lines, two 12-bit analog outputs, software calibratable. In developing the prototype sub-component of the ACTD sensor, NSWC developed and wrote the software which controls the detector and manipulates and analyzes the raw data which comes out of the detector. It is critical that both of these boards use the same software libraries and that the PCI board be able to be operated in a Dynamic Memory Addressable and Interrupt driven modes. Any board which meets the above specifications must work with NSWCDD existing software without any modifications to the software.
