source basis with Dr. Eric J. Jumper, Notre Dame, IN in accordance with
FAR 6.302. -- No solicitation package will be issued -- However, all
interested sources may identify their service by submitting pricing
data and a technical proposal -- Only responses containing this
information will be considered for the purpose of determining whether
to conduct a competitive procurement -- Award will not be made on the
basis of responses received to this synopsis -- If no favorable
responses are received by close of business 45 days from the date this
notice first appears in the CBD, a contract will be negotiated with
the above named source. This acquisition is for a joint research
project in using the Allied Signal F109 Turbofan engine, in place in
Test Cell Number 3 of the USAF Academy Jet Engine Test Facility. The
research is in direct support of the Air Force's High Cycle Fatigue
(HCF) Correction Program and represents a continuation of the
successful initial project phase performed in FY 96. This project
involves a team effort directed at three objectives: (1) Collecting and
analyzing sets of unsteady velocity data for flow upstream from the
F109 fan rotor, just behind the rotor and ahead of the fan stator
section and behind the stator section; (2) Deconvolve at least one
complete velocity data set by frequency content for one of the
operating conditions in (1) above, using appropriate methods that may
incorporate the simulated-annealing-algorithm method developed at Notre
Dame; (3) Further analyze the date of (1) and (2) above, between radial
positions, using statistical techniques to "first-look" quantify the
effect of sweep. The interim report shall be delivered on or before 1
Nov 97. The final report shall be delivered on or before 1 May 98. The
final report shall describe progress made on the effort, preliminary
versions of any data collected, reduced data, and any analysis and
conclusions drawn from that analysis. This will be a firm fixed price
purchase order acquired using simplified acquisition procedures.
