325-1200. The Defense Special Weapons Agency (DSWA) intends to
negotiate a sole-source contract with Metatech Corporation for an
effort entitled, "Nuclear EMP Phenomenology and Applications." In
performance of this effort, the contractor shall extend the existing
EMP phenomenological analysis tools to regimes of critical interest to
the user community. The existing E3 heave-codes shall be modified to
model E3 fields for lower burst heights. New models shall be
investigated to compute significant EMP environment components from
nuclear bursts at and below the ground. Theoretical models will also be
developed to calculate EMP fields from gamma and neutron beams. The
contractor shall define weapon radiation environments producing threat
EMP fields with minimal collateral effects. A new EMP VN
(vulnerability number) model framework consistent with the existing
VNTK models for other weapon effects will also be investigated.
Metatech and their teaming partner, Austin Research Associated (ARA),
posess a complete set ofhigh-performance EMP environment and coupling
codes as well as the ability to understand and modify those codes
through their unparalleled wealth of experience in developing the EMP
models. A survey of active EMP phenomenology codes and companies
conducted by DSWA in January of 1996 found that only Metatech and ARA
possess a complete set of EMP codes required to perform this work. In
addition, the principal code developers with the experience to run the
codes and perform required calculations are current employees of
Metatech or ARA. It has been determined that even if the source codes
were to be distributed to other business entities, it would require a
cadre of highly qualified and trained nuclear scientists to operate
them and several years of experience before these scientists could
become productive with the codes. For reasons listed above, DSWA
believes that there is no other organization than can perform this
work. Interested parties that may wish to challenge the sole-source

identify (in writing) its capability to perform the requirement no
later than 2 May 97 because DSWA intends to execute a letter contract
