plans to issue a Request for Proposal (RFP) for a sole source follow-on
contract with the University of Colorado at Boulder for operation and
maintenance of a Snow and Ice Distributed Active Archive Center (SI
DAAC) as one element of NASA's Earth Observing System Data and
Information System (EOSDIS). The EOSDIS is a comprehensive data system
which manages the data from Earth science research satellites and
field measurement programs of NASA Mission to Planet Earth (MTPE). The
SI DAAC is currently operated as part of the National Snow and Ice
Data Center (NSIDC). The SI DAAC serves the polar oceans, ice, and snow
research communities with data and data products primarily generated
from Earth observation satellites. It processes, archives, and
distributes sea-ice and snow-cover parameters from passive-microwave
sensors and related in situ data. Tasks assigned include those assigned
to all EOSDIS DAACs: user services, product generation, data and
information management, archival and distribution, and related science
support. The statutory authority permitting other than full and open
competition is 10 U.S. Code 2304(c)(3) -- Industrial mobilization;
engineering, developmental, or research capability; or expert services.

Firm date for receipt of proposals will be stated in the RFP. All
responsible sources may submit a proposal which shall be considered by
