The U.S. Postal Service is seeking services for the performance of asbestos, lead paint, and other Environmental and Industrial Hygienist services for investigation surveys and reports, develop construction cost estimates, perform design services, and observation and support services for asbestos control for projects covering the following states: Connecticut, Maine, Massachusetts, New Hamphire, Vermont, Rhode Island, and New York (except Metro and Westchester area). The contract will be subject to negotiation of individual work orders. In each instance total fees for services will not exceed $100,000 for each task, nor will the total fees for the 12 month term exceed $500,000. The contract will be for two years with three one-year renewal options which can bring the duration of the contract to five years. The amount of work for the duration of the contract (5 years) shall not exceed $2,500,000. There is no guaranteed minimum. The average work order is estimated between $2,500 and $20,000. The USPS reserves the right to select more than one firm. Firms which possess the qualifications to perform the services described services are intited to submit a completed SF255, "Architect-Engineer and Related Services Questionnaire," and a SF254, "Architect-Engineer and Related Services Questionnaire for Specific Project" to the office above no later than May 8, 1997. Selection criteria will be conducted with the combined use of SF254 nd SF255. Interested firms with more than one office should indicate on their SF254 and SF255 the staffing composition of the office in which the work will be performed. Firms, including consultants, must meet the following requirements: 1) Have experience in the control of asbestos and lead paint, and be famliar with ANSI and OSHA codes, EPA regulations, state and local guidelines. 2) Have experience in the preparation of design documents for asbestos and lead paint removal. 3) Must have a certified Industrial Hygienist on staff. 4) Have one or more members of their staff who licensed in the field of asbestos and lead paint surveying and/or removal in all of the aforementioned states, as well as sufficient staffing consisting of professional engineers and environmental personnel who are proficient in this type of work. Consideration will be given to interested firms who respond to this advertisement in accordance with the foregoing instructions in the following order of preference: 1) local, resing in one of the states listed previously. 2) All others. Firms will be considered as local only if their office is in one of the listed states or they have a local independently operated branch office and all of the design, coordination, and management of the project will be accomplished in that office. It is prohibited to pay any fee,commission,percentage or brokerage fee to any person or firm contingent upon, or resulting from award of a contract.
