(410)962-3495. 1. CONTRACT INFORMATION: Engineering services are
required for implementation to the MICRO RAILER Railroad Track
Maintenance Management Systems as directed by U.S. Army Center for
Public Works, Alexandria, VA, for Worldwide Contract that will be for
a 12 month base period with three (3) option periods. The base and
option periods will not exceed twelve (12) months each. The cumulative
total of all task orders will not exceed $1,000,000.00 and individual
task orders will not exceed $1,000,000.00. Anticipated contract award
date is July 1997. The contract will be firm fixed price. Task orders
will be issued based on the following criteria: Ability to anticipate
the customers need, satisfaction, demonstrate ability and other
criteria that the Contracting Officers find to be appropriate.
Subcontracting Plan Requirements: If the selected firm is a large
business concern, a subcontracting plan with the final fee proposal
will be required, consistent with Section 806(b) of PL 100-180, PL
95-507, and 99-661.A minimum of 25% of the total planned subcontracting
dollars shall be placed with small business concerns. At least 8% of
total planned subcontracting dollars shall be placed with Small
Disadvantaged Business (SDB), including Historically Black Colleges and
Universities or Minority Institutions, and 5% with Women-Owned Small
Businesses (WOB). This plan is not required with this submittal. 2.
PROJECT INFORMATION: The selected firm will be required to conduct
technical inspections, investigations, obtain data, establish data base
and furnish drawings reports and other documents as specified in scope
of work. The AE shall have the capability to perform the following
tasks: a) Perform evaluation of and determine the kind of specific
assistance required by an Army installation to implement the MICRO
RAILER Maintenance Management Systems; b) Conduct field inspection of
existing railroad track records and drawing for railroad construction
dates and other misc track type data; c) Collecting data regarding
drainage and other railroad structures in railroad track network; d)
Perform economic analysis; e) Prepare and input data into a computer
database; f) Develop maintenance and repair policies, network and
project level analysis and multi-year network analysis; g) Prepare
maps, drawings, sketches, and final reports on work performed: h)
Conduct non-destructive testing (NDT); and i) Conduct testing and give
exit briefing to installation personnel. Selected firm will have CADD
capability, indicating the type of equipment to be utilized and
ability to translate data files between systems, (i.e. AutoCADD,
intergraph, etc). Related services such as furnishing drawings,
specifications, reports, cost estimates and life cycle cost reports may
also be required. 3. SELECTION CRITERIA: See Note 24 for general AE
selection process. AE firm will have the capabilities to provide civil
engineering and Railroad evaluation expense. Key personnel must have
attended the MICRO RAILER Comprehensive Course with the University of
Illinois orAmerican Public Works Association (APWA) within the last two
(2) years. Firms must have directed supervisory experience and
expertise related to the Railer management systems and non-destructive
railroad testing. In addition, sufficient professional technical
support is required. Persons having signature authority on technical
documents (reports, drawings, studies, etc.) shall be engineers who
have obtained professional engineering registration. 4. SUBMISSION
REQUIREMENTS: See Note 24 for general submission requirements.
Interested firms having the capabilities to perform this work must
submit a SF 255 and SF 254. A SF 255 must be submitted for prime and
joint ventures. A SF 254 must be submitted for prime, all firms
involved in joint ventures, and for each consultant. Notwithstanding
the statement to the contrary in General Note 24 and Block 6 of the SF
255, only SF 254's submitted with the SF 255 will be considered in the
evaluation. SF 254's are not maintained on file at this office. In SF
255 Block 3.b., provide the firm's ACASS number. In SF 255, Block 6
provide ACASS number for each consultant. For ACASS information, call

staffing of the office(s) indicated to do the work. Responses to this
