DESIGN OF A SINGLE POINT MOORING SYSTEM POC Ms. Nona Kaso, Contract
Specialist, (215) 656-6914 17. The U.S. Army Corps of Engineers,
Philadelphia District intends to award a Lump Sum/Fixed-Price Contract
to provide ocean engineering services required for the detailed design
of a Single Point Mooring (SPM) System. The contract shall be for a
period of five (5) years. Contract options shall include, but not be
limited to, Concept Design, Mooring Hawser Load Monitoring System,
Dredge Modifications, Services during Construction and
Deployment/Testing. The options may be awarded at any time during the
duration of the contract. The dollar value of the construction contract
is between $1,000,000 and $5,000,000. The total Information Technology
(IT) work allowed under this contract is $35,000, pursuant to
Delegation of Procurement Authority (DPA) CENAP-97-018. 2. PROJECT
INFORMATION: The firm will be used primarily for ocean and marine
engineering services related to offshore mooring systems which provide
a piping system for transfer of material from a dredge hopper through
a floating hose, buoy swivel,submarine hose, and a submarine pipeline
to a designated beach refurbishment/deposit site. The Direct Pump Out
(DPO) dredge buoy system shall be transportable on flatbed tractor
trailer trucks for rapid deployment to a designated work area. Other
primary work will include naval architectural and marine engineering
services required to design a Mooring Hawser Load Monitor system and
modify the hopper dredge McFARLAND (300 ft. Length, 72 ft. beam, 9720
ton loaded displacement) with a connection which incorporates mooring
and DPO capability for use with the SPM system. This contract will
require the use of Auto-CAD Release 13 by the selected contractor. The
firm will have primary services capability in-house. 3. SELECTION
CRITERIA: Firms will be evaluated on the basis of the following primary
evaluation criteria listed in relative descending order of importance:
(1) Specialized experience and technical competence of the firm in the
primary areas (as described in Project Information) and other
experience in related areas of work/services. Design work shall include
drawings, specifications, calculations, estimated schedules, testing
requirements, operating/deployment parameters, and related work for the
construction of a Direct Pump Out (DPO) dredge buoy system. Other
detailed items of work shall include marine architectural and
engineering services pertaining to the installation of a DPO
connection; (2) Primary personnel with professional abilities in ocean,
naval architecture, marine, structural, mechanical, and electrical
engineering, cost estimator, and specification writer. Registrations
and certifications shall be as necessary for full performance of the
disciplines; (3) Capacity of the firm to accomplish the project within
required time and within construction cost limitations; (4) Past
performance on contracts with Government agencies and private industry
in terms of cost control, quality of work and compliance with
performance schedules; (5) Volume of DOD contract awards and the dollar
amounts for the 12 months preceding this announcement; (6) Location
will be a consideration in the final selection as a secondary selection
criteria element provided a sufficient number of qualified firms
respond to this announcement; (7) Extent of participation of SB, SDB,
historically black colleges and universities, and minority institutions
in the proposed contract team, measured as a percentage of the
estimated effort; (4) SUBMISSION REQUIREMENTS: As a requirement for
negotiations, the selected contractor will submit for government
approval a quality control plan which will be enforced through the life
of the contract. The District reserves the right to terminate
negotiations in which the contractor's response to requests for
proposals or information has not been provided in accordance with the
established schedules. Interested firms having the capabilities to
perform the work must submit one copy of the SF 254 (revised 11/92) and
SF 255 (revised 11/92) for the prime and SF 254 for each consultant, to
the above address not later than the close of business on the 30th day
after the date of this announcement. If the 30th day is a Saturday,
Sunday or Federal Holiday, the deadline is the close of business of the
next business day. Include ACASS number in Block 3B of the SF 255. Call
